Niger Republic has imposed a state of emergency on the southeastern region of Diffa where 40 people were killed in recent attacks blamed on the insurgent group Boko Haram.
A statement by the government on Thursday said that the 15-day state of emergency would allow authorities to beef up security, impose a curfew and restrict the movement of goods and people.
It would be recalled that the government instituted similar measures in February.
Niger, Cameroon and Chad have all suffered a spillover of violence from Boko Haram’s northern Nigerian strongholds and Niger has arrested at least 1,100 suspected Boko Haram militants this year.

One of Nigeria’s most remembered leaders, 37-year-old Murtala Muhammed, was killed on February 13, 39 years ago, in an abortive coup attempt led by Lt. Col Buka Suka Dimka.
Many years have passed, but the nation still remembers its great leader.
Ex-President Goodluck Jonathan via his Facebook page spoke about Murtala:

1. Born on a Tuesday, the 8th of November, 1938, in the Kurawa Quarters of Kano State to Risqua Muhammed and Uwani Ramatu, he had 7 siblings (one girl and seven boys) and he was the second child.
2. On the 26th January, 1952, he was admitted as student number 941 as the school itself was founded in 1909. He was one of the ten students from Kano and finished in 1957. One of his classmates was the late General Mohammed Shuwa shot dead at his home by gunmen in Maiduguri in November 2012. Shuwa was one of the prominent figures during the Nigerian Civil War and later a leading figure in Murtala’s government. Gowon also attended the same college.
3. He attended Regular Officers Special Training School , ROSTS (Teshie, Ghana), now Ghana Military Academy where he was taught as a 2nd Lieutenant infantry tactics and military laws by the late Odumegwu Ojukwu. Obasanjo and Gowon also attended ROSTS.
4. Murtala might be a strong-headed soldier but he was an amazing family man. In 2006, his Yoruba wife (with partly Fulani roots), Mrs. Hafsat Ajoke Muhammed recollects the fond memories: “ At home and at work, my husband was one and the same person. His behaviour at work and home were the same. He was a firm person, upright and had a great sense of humour.”
5. He was introduced to his wife by his cousin. They fell in love, hit it off, and when they met in Kaduna later, he proposed to her and they got married in Kaduna in 1963 after her studies, the same year he became a Captain. Their marriage was a blissful and peaceful one. In 1965, the marriage was blessed with a cheeky baby girl who later attended the Queen’s College, Yaba, Lagos.
6. At the time when Murtala was killed, his daughter, Zalihatu was just two years old, and Jumai was just a baby.
7. When Murtala was killed and the news was relayed to his wife, she broke down and wept for her dear husband.
8. Today, Mrs. Ajoke Muhammed is ageing gracefully, is widely respected for her charitable activities and calm demeanor. Even as a First Lady, she was not unnecessarily flamboyant. Her marriage was blessed with six children: Aishat, Fatimah, Zakari, Risqua Abba, Zalihatu, Jumai (she was just a baby, less than a year old when her father was killed). The daughters are now married.
9. By the end of 1964, Murtala was already a temporary Major (known as a T/Major).
10. The Nigerian Civil War (1967-1970) lasted for thirty blood-soaked months and one of the principal actors of that sad phase of Nigerian history was Murtala.
11. On the evening of the 30th of July 1975, Murtala made his maiden speech to the nation as the Head of State and Commander-in-Chief of the Armed Forces
12. He set up a panel headed by Justice Ayo Irikefe on the creation of seven more states (Niger, Bauchi, Gongola, Benue, Ogun, Imo and Bendel) to the 12 existing ones on 22nd December, 1975. The panel came up with a report which was utilized in the formation of new states in 1976.
13. Murtala was a blunt, outspoken and consummate risk taker. A soldier who ironically had no regard for the chain of command, he was in a class of his own when it came to dangerous exploits. A no-nonsense person, Murtala was known for his legendary outbursts of terrifying anger.
Oscar Pistorius to be moved to house arrest
Olympic and Paralympic athlete Oscar Pistorius, jailed for killing his girlfriend, is to be freed from prison to house arrest next Tuesday, a South African parole board says.
He was sentenced to five years in prison in 2014 after being found guilty of culpable homicide, or manslaughter.
He shot Reeva Steenkamp through a locked bathroom door but said he thought she was an intruder.
The prosecution has appealed, saying he should instead be convicted of murder.
That case is expected to be heard on 3 November.
Pistorius announcement: BBC News updates
Pistorius has spent 12 months in jail and will now spend the rest of his sentence under what is termed in South Africa "correctional supervision", the parole board said.
An earlier decision to release him in August was blocked by South Africa's Justice Minister Michael Masutha, who said it had been made "prematurely".
At the time, Ms Steenkamp's family had said that 10 months behind bars was "not enough".
Responding to Thursday's decision, a lawyer speaking for the Steenkamp family said her parents had expected the early release even though they opposed it, adding that nothing could bring back their daughter.
The Pistorius family have said they have received the news of his planned release, but are not making any further comment.
During his house arrest, Pistorius is likely to face restrictions in terms of gun ownership and may have to continue getting psychotherapy, reports the BBC's Nomsa Maseko from Johannesburg.

Buhari To Perform Groundbreaking Ceremony For Cross River Super Highway Tuesday
President Muhammadu Buhari will next Tuesday perform the groundbreaking ceremony for the construction of a 260-kilometre super highway constructed by the Cross River State Government.
The ceremony was initially billed for September 21 but had to be postponed over claims that the Environmental Impact Assessment for the project was not carried out.
However, the grey areas appear to have been resolved as the president will on the 20 TH of October be in Cross River to perform the groundbreaking for the super highway, which upon completion, will serve as the evacuation route for the Bakassi Deep Seaport, a signature project of the Governor Ben Ayade-led administration.
In a related development, there is excitement in the state, especially in the communities where the groundbreaking ceremony will be performed by President Buhari.
In Obung Village in Akamkpa Local Government Area, the village head, Ntufam Boniface Edet, and the youth president, Mr. Philip Ogar, expressed their community’s delight that the president would be visiting.
Ogar said the super highway passing through his community would bring a lot of benefits to his people and other neighbouring communities even as he noted that the community’s youths and their neighbours, were excited about the project and what the governor was doing.
He hoped that the multi-billion naira project would “aggressively open up their area to development as many businesses will spring up, creating employment opportunities for the people”.
The youth president also hailed Governor Ayade for his vision and drive, assuring that his community would support the current government and provide whatever assistance that would be required to ensure that the project is achieved.
Also speaking, an environmentalist attached to the project, Mr. Francis Njeni, said his responsibility was to take stock of all the different species of trees that would be cleared to give way for the road and would ensure the replanting of such species in accordance with the policy of the state government.
Njeni stressed that for every tree that would be cleared, two or three of such tree would be replanted.
Bomb blast hit Maiduguri’s mosque
There is an initial report of two explosions inside a mosque in Mala neighborhood of Maiduguri, Borno on Thursday, according to Civilian Joint Task Force. This is according to a report by Former Al Jazeera America Middle East Correspondent, Nick Schifrin.
It will be realled that four people were killed when three suicide bombers blew themselves up in a suburb of the northeastern Nigerian city of Maiduguri, the army said on Wednesday.
“The explosions occurred at three-minute intervals and seven people were confirmed dead, including the three suicide terrorists,” said army spokesman Colonel Sani Usman.
Eleven others sustained “various degrees of injuries”, he added.
The jihadist group Boko Haram has been blamed for a spate of attacks in Maiduguri and the wider northeast, aiming at “soft” civilian targets such as mosques, markets and bus stations.
The blasts happened in quick succession in the Ajilari Cross area of the city from 8:10 pm (1910 GMT) on Tuesday, according to local residents.

Read on to discover how to overcome 6 important barriers to feeling confident, happy, and successful:
1. Feeling Guilty
Guilt is an emotion we often learn in childhood: “Eat all your food; there are people starving in India,” or, "I’ve been working my fingers to the bone to take care of you and all you do is complain?” As adults, we internalize these messages and feel like we’re never enough or can never do enough. Guilt can be helpful when it keeps you from intentionally harming others or violating deeply-held values. Excessive guilt, however, can cripple us and take the joy out of life—not letting you enjoy the fruits of your hard work. There are many types of guilt and research shows only one is good—guilt about something harmful that you did. If you lied to someone you care about, or acted in a selfish and hurtful way, then feeling guilt can motivate you to stop the hurtful behavior and make amends. This will likely improve your relationships and self-esteem. Most other types of guilt are counterproductive:
Guilt about not doing enough to help someone else, when you’ve already done a lot, or the other person is not taking responsibility;
Guilt about having more money or better relationships than friends or family members;
Guilt about thoughts that you don’t actually act on, like feeling jealous of a friend who just had a baby.
To combat unhelpful guilt, realize that your thoughts don’t hurt others—only your actions can do that. Learn from past mistakes and try to feel worthy of the gifts and good fortune life has given you.
2. Thinking You’re a Failure
Many of us have a sense of failure that colors our perception of ourselves and our achievements. If you look at your life through the lens of failure, you will fail to pay attention to or minimize your achievements. A mindset of failure also doesn’t take into account the difficult circumstances you may have faced, or how hard you tried. This mindset may have its roots in growing up with critical parents, not being as smart or athletic as siblings or close friends, or even having undiagnosed attention deficit disorder. It may be the result of disappointment in a key life area, like getting divorced, being single, having too much debt, or not getting a college degree or dream job. Once this mindset develops, you carry it with you into every new situation, believing that you lack what it takes to succeed.
Having a failure mindset can become a self-fulfilling prophecy, leading you to get in your own way. You may procrastinate and not get the work done on time, or become overly perfectionistic and focused on details, rather than the big picture. You may act in an insecure manner that doesn’t inspire the confidence of potential bosses or customers, or do a careless job because you just know your work isn’t good anyway. 3. Being a Perfectionist
Are you your own biggest critic? Is nothing you do ever good enough to meet your own standards? Perfectionism can result from a rigid mindset in which you don’t change your expectations based on the situation. It can lead to second-guessing, procrastinating, feeling constantly overwhelmed, or giving up and not trying. Perfectionism can be dangerous to your mind and body: An article in the Review of General Psychology found that perfectionists are more likely to struggle with depression or anxiety and more likely to commit suicide. Perfectionists are also more likely to be diagnosed with conditions such as chronic fatigue syndrome or fibromyalgia. Perfectionists have conditional self-esteem, and can only like themselves when they do well. But nobody can do well all of the time. Perfectionists often feel like impostors or frauds and live in constant fear of being exposed. To combat perfectionism:
Get rid of the “shoulds” and black-and-white thinking.
Give yourself credit for trying.
Stop seeing mistakes as a disaster.
Give yourself time limits for getting the job done.
Don’t allow yourself to check and re-check your work.
Try to focus on the bigger picture and find more compassionate ways to view a situation.
4. Living with Regret
Regret is a negative cognitive/emotional state that involves blaming yourself for a bad outcome, feeling a sense of loss or sorrow at what might have been, or wishing you could undo a previous choice that you made. If there is an opportunity to change the situation, regret—while painful to experience—can sometimes be a helpful emotion. The pain of regret can result in refocusing and taking corrective action or pursuing a new path. If you have an addiction, regret can be a motivator to give up a harmful substance and live healthier.
The less agency you have to change a situation, however, the more likely it is that regret can turn into chronic rumination and mentally beating yourself up. Those experiencing regret replay a stressful or humiliating situation repeatedly in their heads, causing the constant release of stress chemicals like adrenalin and cortisol. This can take a toll on your body and mind. To combat regret, use mindfulness strategies to keep your attention focused on the present moment. 5. Comparing Yourself Negatively With Others

We compare ourselves with others and then make judgments about how successful we are based on these comparisons. There are upward comparisons (with people who seem to have it better than us) and downward comparisons (with those who seem to have it worse than we do.) We often feel better about our lives and accomplishments when making downward comparisons and feel bad about ourselves when making upward comparisons. The problem is that we never really know what is going on beneath the surface of other people’s lives. So when you compare, you are comparing your insides to everybody else’s outsides, as the saying goes.
A paper in the journal Science reported that activation in brain areas related to reward respond to relative differences in wealth even more than absolute amounts. Evidently, many Silicon Valley millionaires feel deprived because they can’t keep up with the billionaires in their neighborhood. We can always find an area in which we’re not as good as others, such as appearance, athletic skill, or career achievement. Comparison puts a lot of pressure on you because we all have different circumstances. If you could afford a daily chef, life coach, and personal trainer, you would likely also be movie-star fit. Unfortunately, parents often compare kids to their siblings and those labels can become our self-image: “You’re the athletic one while your sister has the brains.” Comparisons are oversimplifications of the complexity and gifts we all possess as human beings. The best comparison to make is what you know and are doing today, compared to last month or last year. This type of comparison takes your individual circumstances and ability into account.
6. People-Pleasing
People-pleasing behavior stems from wanting everybody to like you and overvaluing others' opinions at the cost of your own time, energy, and self-esteem. You may have had narcissistic or emotionally abusive parents and learned to focus on pleasing them to survive psychologically in the family. Research shows that abused kids are more able to correctly identify angry facial expressions than non-abused kids are. At a very deep level, your brain may have gotten wired to please and appease others so they don’t get angry and hurt you, physically or emotionally. People-pleasing may also result from being sensitive to rejection and trying to avoid it. You may have grown up with a depressed or addicted parent and learned that the only time you got attention was when you were taking care of the parent or meeting their emotional needs.
People-pleasing is a misuse of empathy. Just because you may "know" what others are feeling doesn’t mean it is your responsibility to make them feel better. You always have a choice. Think about what people-pleasing behavior costs you, such as increasing your stress and taking you away from pursuing your own goals. People-pleasing can backfire and lead you to resent others for mistreating you. Practice setting boundaries and saying “no” to requests. Learn to accept some immediate discomfort in exchange for longer-term stress relief. Learn to prioritize and balance other people’s needs with your own. Stop surrounding yourself with needy, demanding “energy vampires” and learn to be pickier about whom you allow to get close.
PwC wants govt to support ICT growth
FOR the Information and Communications Technology (ICT) sector to improve on its contributions to the Gross Domestic Product (GDP) of the country, government support has been described as highly important for the industry.
The government support is expected to come from the enactment of favourable policies; provision of adequate infrastructure; protection of ICT facilities and of course, introduction of moderate taxes.
By the end of the year, the ICT sector is expected to have contributed about 11 per cent to the nation’s GDP, which would probably makes it the second largest contributor after the oil sector
Speaking to The Guardian, on the sideline of a capacity enhancement workshop for journalists in Lagos, the Partner, Tax and Regulatory Services, Pricewaterhouse Cooper (PwC), a multinational professional services network, Taiwo Oyedele, asserted that ICT remains the future of everything.
Oyedele said with innovations emerging regularly across the globe and with companies like Google making money through technologies, Nigeria needs not to be left behind.
He however, cautioned that Nigeria should not yet think of matching the efforts of the likes of USA, India and the rest, stressing that for instance, the Silicon Valley has been on for years, “but I think those governments gave absolute support to the growth of ICT and that is what they are enjoying today. So, our government here too should support the sector. There is still need for more investments in the sector in Nigeria.”
According to him, there is need for huge sectoral investments with a future plan, which is expected to also include how to get the villages yet uncovered in the ICT revolution covered.
Oyedele, a tax specialist, who also harped on the need to have moderate taxes on the sector, noted that development around ICT should also be backed with strong corporate governance.
He observed that the issue of multiple taxes does not affect the ICT sector alone, but also the manufacturers, among others.
While appealing to government agencies to thread softly on the issue of taxes imposed on players in the ICT sector, Oyedele said most people think the operators have enough money to play around, “so they come up with various forms of taxes. When you talk about ICT, what comes to mind are the likes of MTN, Globacom and others. They have forgotten that there are smaller firms in the sector, which are struggling and if they are overtaxed, they die prematurely. So it is important for government agencies to be wary of the manner of taxes to be imposed on players in the sector.”
According to him, startups should be given time to grow before they are slammed with taxes. “Apart from money made from ICT directly, the indirect contributions are enormous. Imagine the impacts on the banking sector, eCommerce, medicals, transport, among others.”
To the Partner, Advisory Services, Cyril Azobu, who spoke on ‘Governance and Corporate Reporting’, the ICT space needed appropriate security measures to guard against cyberattacks, especially now that everybody and everything are going digital.
This is where good corporate governance matters. Firms must not treat risk with levity. You will agree with me that technology is really driving business. So, we must provide security, especially as we move to the cloud. So responsible organisations should ensure that they take cyber security issues serious.. Internally too, organisations should work out their security measures, nothing should be taking for granted.
There should be proper structures, the boards, CIOs must be involved. ICT has gone beyond enabling things, it now dictates the whole process. We must not play catch up but move with the trends. It is a critical issue, which companies must be kept abreast of”, he stated.
