Senate Disapproves N5,000 Monthly Allowance For Unemployed Youths

The Senate on Wednesday rejected motion for the payment of N5,000 monthly allowance to unemployed youths in the country.

The motion was sponsored by Sen. Philip Aduda (PDP FCT) but was greeted with shouts of ‘’no, no’’ when he tried to expatiate on it.
Even, attempts by the Minority Leader, Godswill Akpabio, to second the motion were disrupted by the rowdiness created by the ‘’no’’ shouting of some senators opposed to it.

Intervening, President of the Senate, Bukola Saraki, posed the question but the senators responded along party lines.
While Peoples Democratic Party (PDP) members yelled ‘’aye’’ in favour of the motion, All Progressives Congress (APC) senators, who were in majority, rejected it.

However, a motion calling for the probe of the utilisation of Subsidy Reinvestment and Empowerment Programme (SURE-P) funds by the immediate past administration was adopted by the senators.

Mover of the motion, Sen. Babajide Omoworare, prayed that every naira spent by the past government on SURE-P and other poverty alleviation programmes should be accounted for.
When the President of the Senate put the question, it was supported with a loud “aye’’ from the APC wing of the chamber, with no dissenting voice from the PDP side.
In his remarks, Saraki urged the senators to take the issue of unemployment very seriously and not play politics with it.

“We should stay above party line on this issue that is so important. We have seen growth in the last years but this has not translated to employment.

“Government alone cannot do it; the private sector has a role to play and the enabling environment must be created,” he said. (NAN)

ABUAD as a model for university education in Nigeria

If anyone had told the founder of Afe Babalola University, Ado Ekiti (ABUAD), Aare Afe Babalola, 10 years ago that he would veer into education and establish a university that would be described by the United Nations Educational, Scientific and Cultural Organisation (UNESCO) as a “world-class university,” he probably would not have believed it. He was comfortable, happy, and enjoying the beauty of a successful legal practice.

At 86, Babalola, who is also the chancellor/chief superintendent of the six-year old varsity, which has been rightly tagged as the fastest-growing educational institution in Africa, is working at the pace of a 30-year-old administrator
While many paint rosy pictures of the “ideal” university, the Senior Advocate of Nigeria (SAN) has not only envisioned the need to make ABUAD the benchmark for quality education in the country, he is laying solid examples for enduring and sustainable academic excellence.

At the third convocation ceremony of the university, the founder doled out N250, 000 to all graduates of agricultural science. Asked why such “a parting gift”, Aare he said: “I don’t want them to roam the streets looking for employment. They have been well groomed and that is a way to encourage them to start their own ventures.”

It is instructive that the founder of ABUAD had, beginning last academic session, reduced by half the fees payable by students reading agric- related courses in a bid to encourage young people to embrace agriculture and promote national self-sufficiency in food production.
Pro-Chancellor and Chairman of Council, Professor Iyorwuese Hagher, in emphasizing the doctrine of the university, as envisioned by the founder said, “At ABUAD, we believe that promoting integrity among the young people is critical to building a better future for Nigeria. We believe that educational corruption is the worst form of corruption because it is a barrier to high quality education and social economic development”, he stated.

To him, education is “a fundamental human right” that drives personal, social and economic wellbeing of the nation. “Education is also the key to a better future, where educated citizens have the tools to contribute to society and live in dignity”, he said.

Prof. Hagher, a former university vice-chancellor and respected educationist opined that “ABUAD’s brand of tertiary education is the missing link and answer to Nigeria’s developmental challenges. The founder, trustees, council and the entire university is bound by a common institutional culture of excellence. Our journey to fame within a short period of time is as a result of being able to assemble and grow the best professors, lecturers and supporting staff that are not just paid salaries but are partners in the mission to advance the frontiers of academic excellence.”

Indeed, many respectable citizens and policy makers have similar views. Professor Peter Okebukola, former executive secretary of the National Universities Commission (NUC), in a recent book on private university education, said, “ABUAD has developed one of the most learner-friendly and high-end research supporting facilities in Nigeria.”

The former vice chancellor gave credit to Aare Babalola whom he said, “is at the wheel of steering the university to be a model for Africa in terms of quality of facilities, quality of staff, quality of students and quality of curriculum delivery.”

Okebukola gave kudos to Aare Babalola for setting standards that are high “and pitched at a level beyond Harvard.” The founder himself elaborated, stating that, “ABUAD’s commitment to the standard, ethical behavior, high-quality academic, modern laboratory equipment and skill development is total without comparison.”

Professor Attahiru Jega, who bagged an honorary degree of Doctor of Letters, said he has followed the evolution of the university from inception and is impressed at the development within a short period of time. “I, along with most Nigerians are impressed with ABUAD’s remarkable development and profound achievement it has recorded in a short period under the founder’s able guidance and mentorship,” he added.

Former Chairman of the Independent Corrupt Practices Commission (ICPC), Justice Emmanuel Ayoola, who received an honorary Doctor of Laws award from the institution noted that “ABUAD has grown within a short period of five years to be a trail-blazer in quality education in Africa and the rest of the world.”

The Alaafin of Oyo, Oba Lamidi Olayiwola Adeyemi III, who received an honorary Doctor of Letters said, “ABUAD is reputed to be one of the best-administered universities in Africa, providing a benchmark for the assessment of competence, vision and focus in tertiary education.”

Laying emphasis on the growth and development of ABUAD, the royal father described the university as one that “has succeeded in designing its academic programmes to suit the demands of contemporary labour markets in a globalising world. Courses and programmes at the university are related and directly relevant to job markets all over the world, making the students globally competitive and professionally equipped to stand tall among their peers from any part of the world”.

Catholic Bishop of Sokoto Diocese, Dr. Matthew Hassan Kukah, who delivered the convocation lecture and bagged an honorary Doctor of Divinity, praised Babalola’s unalloyed commitment to public service through law and education.

Taking a tour round the faculty of engineering at ABUAD one would be amazed by the structure commissioned two years ago by former President, Dr. Goodluck Jonathan. Professor Isaac Asusu, Vice-Chancellor of the Federal University, Oye-Ekiti, noted that the laboratories were well equipped to prepare students for the industries in the outside world.

600m People To Suffer Malnutrition By 2080 – UN

The United Nations on Wednesday warned that an additional 600 million people could be subjected to malnutrition by 2080 as a result of thesevere threats posed to food security by climate change.

Making this warning in a press release made available to ourcorrespondent in New York, Hilal Elver, the UN Special Rapporteur on the right to food, said global leaders must urgently stop the severe and distinct threats on food security.
Furthermore, the UN food expert added that increased frequency and intensity of extreme weather, rising temperatures and sea levels,as well as floods and droughts had a significant impact on the right to food.

According to Ms. Elver, all these climate incidents would negatively impact on crops, livestock, fisheries, aquaculture and on people’slivelihoods.
Warning that responding to the food demand throughlarge-scale production oriented agricultural models was not the right solution,the UN official noted that there was a need for a major shift from industrial agriculture to trans-formative systems such as aggro-ecology that support thelocal food movement, protect small holder farmers, respect human rights, food democracy and cultural traditions, and at the same time maintain environmental sustainability and facilitate a healthy diet.

She continued that those who had contributed the least to global warming were the ones set to suffer the most from its harmful effects,urging that urgent action was needed to respond to the challenges posed by climate change.

“Civil society pressure is mounting on the parties of the United Nations framework Convention On Climate Change(UNFCCC) to achieve results in Paris by adopting a human rights approach to the climate change agreement that will respect, protect and fulfill human rights of all persons, and especially those most vulnerable. Any agreement must include aclear commitment by all relevant parties to ensuring climate justice and foodsecurity for all,” Ms. Elver said.

UNIBEN begins "physiotherapy programme"

As part of efforts to boost the training and practice of physiotherapy in the country, the University of Benin (UNIBEN) has started admitting the first set of students into the Department of Physiotherapy for the award of Bachelor of Science degree (B.Sc).

Confirming the development to The Guardian, Head of the Department (HOD), Dr Israel Kayode Oke, stated that the training of physiotherapy students in the university would help to bridge the current gap in the field of rehabilitation medicine.

Oke, a physiotherapist, who said the programme has been accredited by National Universities Commission (NUC), promised to ensure that international standards are maintained in the training of students.

Physiotherapy, which is the medical specialty that remediates impairments and promotes mobility, function, and quality of life through examination, diagnosis and physical intervention through mechanical force and movements, is highly needed by stroke, hypertensive and diabetic patients as well as sports men.
Although highly needed in the country, physiotherapists are in short supply in Nigeria, as most Nigerian universities have not laid emphasis on the training of these professionals. In addition to this, the few Nigerians trained

physiotherapists have travelled out of the country in search of greener pastures.
UNIBEN is the first and only university offering physiotherapy course in the South-South geopolitical zone, and one of the few universities doing so in the federation.

Ex-Governor Suswam To Be Arraigned Over N3.1Bn Fraud

The Economic and Financial Crimes Commission (EFCC) will formally arraign a former governor of Benue state, Gabriel Suswam, before an Abuja court today, November 4.

The anti-graft agency had on Monday October 2, filed a nine-count charge bordering on money laundering to the tune of N3.1billion at a Federal High Court, Abuja.

According to Premium Times, Suswam and his former finance commissioner, Omodachi Okolobia, are alleged to have diverted proceeds of the sale of shares owned by the Benue state government and Benue Investment and Property Company Limited.

The offence, the EFCC says, is punishable under section 15(3) of the Money Laundering (Prohibition) Act 20111, as amended in 2012.
After the EFCC arrested Suswam, he was set free in the evening of October 12. He reportedly has been been quizzed for several hours.

ITU sets vision for 5G technology

THE International Telecommunication Union (ITU) has set up a vision for the development of 5G mobile, in a bid to provide lightning speed, omnipresent, ultra-reliable mobile communications in the short future.

The ‘IMT-2020’ vision, endorsed by a resolution in ITU’s Radiocommunication Assembly, established overall ‘vision’ for 5G systems, along with the goals, process and timeline for its development is now in place.
The detailed technical performance requirements for the radio systems to support 5G will be developed, in close collaboration with industry and national and regional standards organizations, following the stringent timelines defined by ITU.

“The new ITU-R Resolution sets the stage for the future development of 5G mobile technologies,” said ITU Secretary-General, Houlin Zhao.
Mobile communication has seen revolutionary developments and growth in recent years. New demands, including applications requiring very high data rate communications, many more devices with diverse service requirements, will require an increasing number of innovative solutions.

IMT-2020 Resolution approved, paving the way for 5G mobile systems RA-15 established the principles and processes for the development of IMT-2020 – the next-generation 5G mobile system – as an extension of ITU’s existing family of global standards for International Mobile Telecommunication systems (IMT-2000 and IMT-Advanced), which serve as the basis for all of today’s 3G and 4G mobile systems.

The World Radiocommunication Conference (WRC-15), in session November 2-27, will address the requirements for additional spectrum to support IMT mobile broadband.
The 5G systems, set to become available in 2020, will usher in new paradigms in connectivity in mobile broadband wireless systems to support, for example, extremely high definition video services, real time low latency applications and the expanding realm of the Internet of Things.

Too much Red meat can cause cancer –WHO

The World Health Organization has confirmed that high-meat diets can cause cancer.

According to the WHO report, processed meats like sausage and bacon as well as red meats, are all carcinogenic when eaten in high rates. The report was published last month, after 22 scientists from 10 countries brainstormed at the International Agency for Research on Cancer (IARC) in Lyon, France, on the association between cancer and meat consumption in order to evaluate the carcinogenicity of highmeat diets.

The team looked specifically at the health effects of eating processed meat (meat that has been transformed from its original state, such as bacon and sausage), and the effects of eating red meat (unprocessed animal muscle, such as beef, pork, and lamb). In order to evaluate these risks, the researchers investigated the association of cancer and meat consumption in several countries and also looked into how rat populations are affected by these diets. Based on their research, a majority of the group concluded that there is sufficient evidence in human beings for the carcinogenicity of the consumption of processed meat with the report specifically naming ham, hot dogs, sausages, and jerky in this category.

In addition, the team classified the consumption of red meat as probably carcinogenic to humans, but cited that there was inadequate evidence in experimental animals to definitively prove this link. According to them, this correlation between cancer and eating processed meats was strongest seen in the case of colon and stomach cancer, although eating red meat was also linked to pancreatic and prostate cancer.
According to the WHO report, one of the major culprits for meat’s carcinogenic properties is its preparation. “Common meat processing techniques, such as curing and smoking, can often result in the formation of carcinogenic chemicals. For red meat, although cooking makes meat both taste better and easier to digest, it can also produce known or suspected carcinogens”, it said.
