Senate President Saraki Begs Billionaire Judge To Deliver Judgement On Suit Challenging His Trial

Embattled Senate President, Dr. Bukola Saraki, yesterday, begged Justice Abdul Kafarati of the Federal High Court sitting in Abuja to go ahead and deliver judgement on the suit challenging his trial before the Code of Conduct Tribunal, CCT.
This came on a day the Economic and Financial Crimes Commission, EFCC, distanced itself from the decision of Justice Kafarati to decline ruling in the fundamental human rights enforcement case brought before him by Senate President.


Justice Kafarati had on Tuesday, disqualified himself from the matter which was originally scheduled for judgement, owing to bribery allegation levelled against him by two online media outlets. However, Saraki, yesterday, said he was dissatisfied that the judge was blackmailed by his enemies to hands off the suit that was ripe for judgement.


In a protest letter, dated March 22, which he filed before the Chief Judge of the High Court, Justice Ibrahim Auta, Saraki, through his lawyer, Prince Ajibola Oluyede, insisted that though he had sympathy for the judge, the interest of justice would only be served if the judgement was delivered. Oluyede, while speaking with journalists after the submission of the letter to the Chief Judge, yesterday, alleged that EFCC was the brain behind the publications which he said were intended to intimidate the judge.



Meanwhile, the EFCC has distanced itself from the decision by Justice Abdul Kafarati of the Federal High Court, Abuja, to decline ruling in the fundamental human rights enforcement case brought before him by Senate President, Bukola Saraki. Spokesman of the agency, Mr. Wilson Uwujaren, said last night that the commission had no idea of the source of the information as it did not give out same at any time.

Queen’s College: Police Detains Teacher Accused of Sexual Molestation Of Female Students

The teacher in the middle of the sexual harassment saga at Queen’s College, Yaba, Mr Olaseni Oshifala, has been detained by the police.

A member of the staff of the school said the embattled biology teacher accused of sexually molesting a yet-to-be-identified JSS2 pupil, reported at the police station on Monday but was not allowed to go home.
That was not the first time he had been to the police over the case.


He had previously visited the police to complain about the “false accusations” against him.
He said he was being targeted by people jealous of his success in the school.
Meanwhile, a protest planned by the Association of Senior Civil Servants of Nigeria (ASCSN), the union to which teachers of the college belong for Wednesday, was called off.


Chairman of the Queen’s College chapter of the union, Comrade Abiodun Oladejo, said the protest was suspended to avoid it being hijacked by unwanted elements.
“We called it off to avoid violence and misunderstanding of our position on the issue,” he said.
A source also mentioned that while the members of the panel set up by the Minister of State for Education, Prof Anthony Onwuka, was yet to arrive at the college, many more others, including representatives of UNICEF, Lagos State government, visited the college yesterday to investigate the allegations.


He also said the commissioner of police, Fatai Owoseni, met with some members of staff.
“We are expecting the ministerial panelists.  So many organizations are coming around to investigate the case – UNICEF, Lagos State House of Assembly, Lagos State Ministry of Youth and Sports, etc.  About 10 members of staff met with the Commissioner of Police today,” he said.
This action is following a call by the Queen’s College Old Girls’ Association (QCOGA) for a criminal investigation of the case.

Buhari, Oil Workers Meet To Tackle Petrol Scarcity

President Muhammadu Buhari has held a meeting with the leaders of the NUPENG and PENGASSAN behind closed doors in the Presidential Villa, Abuja to promote peace and harmony in the oil and gas sector.
Briefing reporters after the meeting on Wednesday, the Minister of State for Petroleum Resources, Dr. Ibe Kachikwu, said the meeting reviewed the oil industry and looked at how to end the petrol scarcity.
He said that the President, who had headed the sector before, shared some of his thoughts and possible solutions to the challenges.


Dr Kachikwu told reporters that the government was looking to see how it could get foreign exchange input to help in cushioning the crisis of petroleum supply.


“The President and I discussed extensively this morning and we talked about how to allocate more crude because His Excellency will rather have less crude, but having individuals in the society not suffer than have more crude and have them continue to suffer.
“We are going to put a new model to enable us increase the pace and actually get measures, as part of the crude that we are entitled to, to apply some of those to bringing in more product so that the role of the NNPC will go back to what it has the capacity to do.
“If we do that, I will expect that over the next two months we should see quite frankly, an elimination of this,” he explained, referring to the petrol scarcity currently being experienced across the oil-rich nation.


“Make Nigerians Smile Again”
He further said that the government’s strategy in tackling the shortfall of supply was to reserve some refined products.
“Whatever is produced in the refinery will not go for sale. We are going to put that into strategic reserve.
“The key problem here is, because there is no reserve, anytime there is a gap in supply it hits us,” he stated.
The President is said to have tasked the workers in the oil sector to be agents of change and to ensure they take change on its head and make it happen.


The National President of Nigeria Union of Petroleum and Natural Gas (NUPENG), Igwe Aghaeze, said they discussed the issue of the petrol scarcity and the Petroleum Industry Bill at the meeting.
“We discussed how the oil sector will bounce back economically and make Nigerians smile again.
“Keenly we talked much more on the issues of the corruption in the oil and gas sector vis-a-vis the product allocations which we (NUPENG and PENGASSAN)  are trying to do together.


He said that the President assured the unions that they would be part of the restructuring that would be made to address the issues and ensure that scarcity is out of Nigeria’s fuel service stations.
On his part, the President of Petroleum and Natural Gas‎ Senior Staff Association of Nigeria (PENGASSAN), Olabode Johnson, also recognised the fact that the President was not new in the sector and expressed optimism that he was capable of introducing the magic wand that would change the ugly situation.


Nigerians will be watching and waiting to see the queues disappear completely in a country said to be one of the biggest oil producers in the world.
It is only then that they will believe that the meeting had a fruitful deliberation.

National Assembly Passes 2016 Budget

The National Assembly in Nigeria has passed the 2016 budget of 6.06 trillion Naira.
The budget passed on Wednesday by the Senate and the House of Representatives was 17 billion Naira lower than the figure of 6.07 trillion Naira presented by President Muhammadu Buhari to the National Assembly in December.


Addressing reporters after the passage of the budget, the chairmen of Appropriation Committees in the Senate and the House of Representatives said that for the first time, the National Assembly had reduced the size of the aggregate expenditure, consequently reducing the total recurrent expenditure, deficit and borrowing plan.
The Senate Committee on Appropriation had earlier presented a budget of 6.06 trillion Naira to the Senate for passage.
In its report, the Committee set recurrent expenditure at 2.6 trillion Naira, capital expenditure at 1.5 trillion Naira and fiscal deficit at 2.2 trillion Naira.
It observed that the executive presented the budget late to the National Assembly and this had subsequently delayed the passage.


The Committee also noted that the budget, as presented by the executive, was fraught with inconsistencies, as some Ministers disowned their budgets.


It also recommended that going forward, the Budget Office must work with Ministries Departments and Agencies (MDAs) in preparing the budget to avoid the problem of inadequate revenue for MDAs.
The journey to the passage of the 2016 budget has been contentious and fraught with acrimony.
Ever since President Buhari laid the 2016 budget before a joint sitting of the National Assembly, the budget has been a sore point for the new administration.
Reports first emerged that the budget was missing, then there were reports that it was doctored, then padded and finally the National Assembly admitted that the budget was filled with inconsistencies.
After months of trying to salvage the situation, the National Assembly Appropriation Committees finally completed work on the 2016 budget and presented it before the Senate and House of Representatives.
In the Senate, the chairman of the Appropriation Committee, Senator Danjuma Goje, gave the highlights of the budget.


He also read out the observations made by the committee on the budget.
The same procedure played out in the House of Representatives.
The 2016 budget will now be sent to President Buhari for assent.
However, it is one thing for the budget to be approved by the President it is quite another thing for the executive to implement the budget, as envisaged by the federal lawmakers.

'Good Friday came early' – Catholic bishops mourn Brussels attacks



 
 
 
 
 
The Holy Week terrorist attacks in Brussels on Tuesday led the city's bishops to mourn and reflect on the deadly crimes in light of Jesus Christ's Passion.

“Good Friday has come three days early with these totally absurd actions,” Auxiliary Bishop Jean Kockerols of Mechelen-Brussels said March 22. “I weep with those who weep, wherever they are. The first reaction, completely normal, is to condemn these totally absurd actions.”

“The reaction of Christians ought to be first of all one of compassion with those affected, with those who are grieving,” he continued. “I am thinking of the victims and their families, we are together in prayer, in friendship.”

The bishop spoke in an audio statement on the website of the Belgian Conference of Catholic Bishops.

At least two men detonated bombs at Brussels Zaventem international airport about 8 a.m. local time. About 80 minutes later, one explosion struck a city metro station near the European Union headquarters.

At least 30 people were killed and another 230 injured in the three explosions, CNN reports. The Islamic State group has claimed responsibility for the attack.

Salah Abdeslam, the primary fugitive in the November 2015 Paris attacks, was arrested in Brussels on Friday. Belgian officials are working on the assumption that the same network is involved in the latest attacks.

Bishop Kockerols interpreted the attack in light of the Christian observance of Holy Week.

“We have adopted the courageous attitude of Mary who was with the disciples,” he said. “She remained there at the foot of the Cross. Scripture records none of her words, but tells us she was there. This is the attitude of Christians who remain, who live in a still hidden hope in face of the incomprehensible.”

The bishop encouraged work for the common good and for public order. He said people should avoid controversies and accusations about guilt and failure to prevent the attack.

Bishop Kockerols later joined Archbishop Josef de Kesel of Malines-Brussels in a statement announcing the cancellation of the Chrism Mass scheduled for that day at the Brussels cathedral. The Mass is traditionally held during Holy Week. The bishops cited “obvious security reasons.” A small delegation will celebrate the Chrism Mass tomorrow night at the Collegiate Church of St. Gertrude.

The two bishops said “we are invited to stay with Mary at the foot of every cross today. By our prayer and friendship, we must surround the victims and their loved ones, their families.”

In the United States, Archbishop Charles J. Chaput of Philadelphia was among the Catholic leaders who responded to the attacks.

“We join with the Church in Belgium and the entire nation in this moment of intense pain,” he said. “Each life lost was a precious gift from God that has been torn from all those whom it touched.”

The archbishop encouraged prayers for the victims. Noting the passion, death and resurrection of Jess Christ, he said: “let us remember that God is the source of love and life and ask Him to bring peace to our troubled world.”

E.U. leaders also spoke out.

“These attacks have hit Brussels today, Paris yesterday – but it is Europe as a whole that has been targeted. The European Union and its Institutions stand united in the face of terrorism,” said Jean-Claude Juncker, President of the European Commission.

President Donald Tusk of the European Council voiced his “sincerest sympathies” for the victims of the attack. He said the European Union will work “to help Brussels, Belgium and Europe as a whole counter the terror threat which we are all facing.”

“I am horrified by the despicable and cowardly attacks which took place in Brussels today,” said European Parliament President Martin Schulz. “They are born from barbarism and hatred which do justice to nothing and no one.”

Pope Francis had responded earlier on Tuesday. He offered prayers for the victims, condemned the acts as “blind violence” and said he's praying for peace.

“Upon learning of the attacks in Brussels, which have affected many people, His Holiness Pope Francis entrusted to the mercy of God the people who have lost their lives and joins those close to them in prayer for the death of their relatives,” said Cardinal Pietro Parolin March 22.

The Vatican’s Secretary of State signed the letter, which was addressed to the Archbishop of Mechelen-Brussels, Jozef De Kesel, on behalf of the Pope.

He said that Francis expresses “deep sympathy for the wounded, for their families and for all those contributing to relief efforts,” and prayed that the Lord would bring them comfort and consolation.

Pope Francis, he said, “again condemns the blind violence which has caused so much suffering, and he implores God for the gift of peace, invoking upon the grieving families and on all Belgians the benefit of divine blessings.”

Federal prosecutors named Brahim el-Bakraoui as the terrorist who attacked the Zaventem airport, while Khalid el-Bakraoui was named responsible for the attacks at the Maelbeek metro.


Both brothers are Belgium nationals, and are now wanted for the attacks which left 31 dead and over 300 injured. According to Federal Prosecutor Frederic Van Leeuw, police had knowledge of the two brothers and had their criminal records.
Brahim el-Bakraoui and 2 other terrorists were identified through CCTV images at the airport, one of whom is dead and the other on the run.

Unlawful incarceration of colleague: Ekiti House drags DSS, FG to court

The Ekiti State House of Assembly says it has instructed its counsel to seek redress and damages over what it calls “the undemocratic, unpatriotic, dictatorial and brutish” incarceration of one of its members, Mr Afolabi Akanni, by the Department of State Services (DSS) for 18 days with neither explanation nor trial in court.
The House of Assembly, which condemned “strongly the illegal arrest, detention and dehumanization of Honourable Akanni” and demanded unreserved apology, made this disclosure on Wednesday at a press conference held at its chamber in Ado-Ekiti, the state capital.

Reading the text of the address to journalists, the chairman of the House Committee on Information, Youths and Sports, Chief Olugboyega Aribisogan, said that the DSS did not contact any stakeholder to intimate them of the release of Akanni, adding that members of the House read the news, like every other Nigerians, online on Tuesday night. “Up till this moment, we have not been told officially by the DSS whether or not Honourable Akanni was formally released from incarceration after spending 18 days without access to his doctors, lawyers and family members.

“However, preliminary information available to us suggests that Honourable Akanni may have been brought to the hospital by men of the DSS and abandoned there because they could no longer hold him in captivity because of his deteriorating health condition.

“Nigerians should be reminded that it took the rumour of Honourable Akanni’s death for the DSS to admit officially that it was holding him after spending 15 days in detention without access to anyone. As we speak, Honourable Akanni is in very critical condition and he has not been able to speak with anyone of us.

“We, therefore, demand an official explanation from the DSS as to why Honourable Akanni was abducted and held incommunicado for 18 days, only for us to be told that he was admitted in a private hospital in Abuja.

“Furthermore, we demand an explanation from the DSS whether in a democracy, it is part of its mandate to disobey court orders and dump Nigerians in detention for 18 days over unfounded allegations. “Most importantly, we condemn strongly the DSS illegal arrest, detention and dehumanization of Honourable Akanni and we demand an unreserved apology forthwith.

“We have also directed our counsel to seek redress and damages in court, because, to us, this act of impunity by the DSS under President Muhammadu Buhari is undemocratic, unpatriotic, dictatorial and brutish,” Aribisogan said.

The House also alleged that the DSS had been going about sniffing about its members’ secondary school qualifications, adding, however, that they were not bothered about this. The members said they wished to advise the DSS to pay attention to the growing insecurity in the country, instead of acting as an arm of the All Progressives Congress (APC) “to pursue the evil agenda of destabilizing the Ayo Fayose-led government,” adding that the Assembly members remained united and resolutely committed to the development of Ekiti State as being championed by Governor Fayose.

Speaker of the House, Right Honourable (Pastor) Kola Oluwawole, during a question and answer session with journalists, noted that it was wrong for anyone to have accused the state governor of lying when he raised the alarm that Honourable Akanni had died in DSS detention last week.

He said the information received by the government, as confirmed by Akanni himself when he was eventually shown on television, indicated that he had been so sick to the extent that he collapsed twice in a single day.

“For anyone who saw such a person slump and probably was not revived before the privilege of information was terminated, would it be wrong to say such a victim had died? The answer is no! Akanni did slump but lived, the outcome could have been otherwise,” he said.

'Lingering fuel scarcity to persist for next two months' - Kachikwu

Minister of​ State for Petroleum Resources, Ibe Kachikwu, today said the lingering fuel scarcity may persist for two more months as oil produced in the refineries would not be sold but kept in a “strategic reserve”. Kachikwu said this while speaking to newsmen after a meeting with President Buhari, members of the National Union of Petroleum and Natural Gas Workers (NUPENG) and Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN) at the state house Abuja.


“One of the training​s ​I did not receive is that of a magician, but I am working very hard to ensure some of these issues go away​. And let’s be honest, for the five or six months we have been here, NNPC has moved from a 50 per cent importer of products to basically a 100 per cent importer. And the 445​,000​ barrels that were allocated was to cover between 50 and 55 percent importation. So it ​is quite frankly sheer magic that we even have the amount of product at the stations. We are looking to see how to get foreign exchange input. The president and I discussed extensively on how to get more crude directed at importation. His Excellency will rather have less crude but have individuals in the society suffer less with inconveniences than have more crude and have them continue to suffer. So we are going to put a new model to enable us increase the pace and actually get (oil) majors as part of the crew of those to bring in more products so that the NNPC will sort of go back to the capacity of what it used to do and the majors will take over the balance of importation. So over the next two months, we should see quite frankly a complete elimination of this. Our strategy is that whatever is produced in the refineries will not go for sale, we are going to keep them in strategic reserve. Because the key problem here is that there is no reserve​.​ ​A​ny​ ​time there is a gap​ ​in​ supply​,​ it goes off. So we are going to dedicate the next couple of months to moving all the products that we produce to strategic reserve so that we can pile up reserves in the nation and that will push up the reserves in the nation. Believe me, this is giving me and my team sleepless nights and we are working on it and we are committed​ to making this go away, Nigerians should please bear with us"he said.
