BVN and banking transactions

COMING at a time when Nigerians yearn for responsibility, economic revival and the general wellbeing of the country, the Central Bank of Nigeria (CBN’s) enforcement of the Bank Verification Number (BVN) policy could not have been more desirable.

It may have raised much dust, but certainly, the nation needs a dose of openness, accountability and discipline after years of pillaging of the treasury and recklessness in handling finances. A very sound management of the identities of bank customers is, therefore, a good beginning, hence the initiative is laudable.

More than five million customers’ accounts were initially blocked for failure to either register or link up registrations with their banks. As the sanctions took effect, affected customers were barred from withdrawing or transferring funds through automated teller machines (ATMs), internet banking platforms and over-the-counter deals in banking halls. That confusion and the inconveniences therefrom reverberated across the land but this was unnecessary, given the length of time allowed through extensions for the registration.

It is gratifying that the CBN has declared the exercise a success and there would be no going back on prescribed sanctions for non-compliance. Indeed, in any success rating of Nigerian government policies, the BVN exercise takes after the Federal Road Safety Commission (FRSC’s) implementation of the seat belt use by motorists; it recorded a very high, almost total, compliance rate.

Ordinarily, citizens ought not to be threatened with sanctions over simple processes, but attitudes die hard. Hence, the last-minute stampede and inconveniences before compliance. Banks have, indeed, invested too heavily in the project for anyone to countenance non-compliance or a sabotage of the exercise.
Meanwhile, the policy has to be sustained for its impact on the financial system to be fully felt. In sustaining and properly managing the policy, however, there would be issues that might need adjustment to remove such areas as might impede its continued smooth implementation.

This includes millions of accounts especially in rural areas, not yet captured in the exercise. The CBN and the Deposit Money Banks (DMBs) should not shy away from consolidating on their working arrangement to facilitate a smooth conclusion of the process till every customer is captured. The apex bank’s directive on uninterrupted enrolment of customers, well after the October 31 deadline, for instance, is a pointer to an accommodation of all interests.

The benefit of the exercise is believed to include but not limited to capturing many unexplained or suspicious deposits by the unique identification mode of BVN. Also, the scheme is aimed at capturing biometrics as opposed to the fictitious house addresses or fake identities of customers which were hitherto the order of the day, and encouraged fraud in banking activities.
The project should also create a sense of decorum and honesty in the credit system of the financial sector, as every activity or transaction will now have an identity behind it, putting a face to the customer.

Perhaps, more fundamental is the explanation that it would assist the banks to sort out chronic fleet-footed and serial debtors that fleece banks for additional facilities despite unfulfilled commitments elsewhere, often bringing ill-health to the industry.

However, in spite of the acclaimed gains, the authorities should not be unmindful of the complaints of citizens over multiple biometric registration processes in the country, producing multiple databases all of which are either not synchronised or even not put to good use, at all. There should be a conscious effort to integrate all biometrics collected by agencies including FRSC (driver’s licence); INEC (for election purposes); National Identity Management Commission, NIMC (national identity card) and now, the banks among others, and put all to the good management of Nigeria’s affairs. In fact, the attempt by police authorities to introduce another biometric capturing exercise for its own use had to be stopped following public outcry, and appropriately so. All forms of disorderliness in uncoordinated biometric collection and storage should be resolved in favour of a single, useful database.

The complaints that the CBN has taken too central a role in the registration process is understandable, especially against the background of supposed bank and customer independent relationship. But Nigeria needs such a clearing process as the BVN given the plethora of problems assailing the financial sector. It must, however, be organised, made to work as intended, and follow the guidance and inspiration drawn from similar programmes elsewhere.

Technological advancement has also been a plus in the implementation of the BVN policy and the hope is that Nigeria’s banking sector would be the better for it.


Russia suspends military cooperation with Turkey

Russia's defence ministry has announced suspension of military cooperation with Turkey and Sergey Lavrov, foreign minister, has cancelled a planned trip to Turkey following the downing of a Russian warplane near the Turkey-Syria border on Tuesday.

The Russian Sukhoi Su-24 warplane was shot down for allegedly violating Turkish airspace, angering Russia's President Vladimir Putin, who compared the incident to being "stabbed in the back".

Russia also warned its citizens not to travel to Turkey, saying it was unsafe, and deployed a warship to the coastline near where the plane crashed.

The plane crashed in Syrian territory in Latakia's Yamadi village.
Russia has confirmed one of the pilots has died.

A Russian helicopter was also shot at as it took part in the search for the two pilots near the Turkish-Syrian border, opposition groups in Syria said.

Turkey, Russia and their respective allies have entered a war of words after the incident, raising tensions in a region struggling to cope with the ongoing Syrian conflict.

Putin sharply criticised Turkey for establishing contact with NATO to discuss the incident, prior to contacting Russia.
"Today's loss is linked to a stab in the back delivered to us by accomplices of terrorists. I cannot qualify what happened today as anything else," Putin said in televised comments.

"Our plane was shot down over the territory of Syria by an air-to-air missile from a Turkish F-16 jet. It fell in Syrian territory four kilometres from the border with Turkey. Our pilots and our plane did not in any way threaten Turkey.

"Instead of immediately establishing contacts with us, as far as we know Turkey turned to its NATO partners to discuss this incident - as if we had hit their plane and not the other way around," he said.


Russia has been carrying out air strikes in Syria since September, saying it is targeting ISIL and al-Nusra Front.

The Syrian opposition and Western powers, however, say the Russian strikes have mainly targeted rebel groups fighting the Syrian government - an ally of Russia.

Ahmet Davutoglu, Turkey's prime minister, said Turkey had a duty to act against anyone violating its borders.

"Everyone must know that it is our international right and national duty to take any measure against whoever violates our air or land borders," he said in Ankara.

"Turkey will not hesitate to take all steps to protect the country's security."

While NATO called for the two nations to show restraint, Jens Stoltenberg, the alliance secretary-general, said: "We stand in solidarity with Turkey and support the territorial integrity of our NATO ally."

The US also backed Turkey's right to defend its territory.

President Barack Obama said while the US did not have enough information to form conclusions about the incident, similar confrontations could be avoided if Russia stopped attacking "moderate" Syrian rebels who are battling forces loyal to the government of President Bashar al-Assad.
"This points to an ongoing problem with the Russian operations in the sense that they are operating very close to a Turkish border and they are going after moderate opposition that are supported by not only Turkey but a wide range of countries," Obama said.

Meanwhile, the Syrian government backed its key ally Russia, with a military official telling the state SANA news agency that by shooting down the Russian plane, Turkey had committed "a gross violation of Syrian sovereignty".

"The desperate acts of aggression will only increase our determination to continue the war against the terrorist organisations with the support and help of Syria's friends, mainly Russia," the official said.

A major point of contention is whether the Russian jet crossed into Turkish airspace, with the two nations releasing their own satellite images showing conflicting views of the jet's final flight path.

A Turkish military statement said the plane violated Turkish airspace in Hatay province and was warned "10 times in five minutes" before being shot down at 9:24am local time.

A US official told Al Jazeera that the penetration of Turkish airspace by the Russian jet lasted "only a matter of seconds" as it crossed a roughly 3km wide section of Turkey that took only 20 seconds to traverse.

Russia, however, vehemently denied that its plane ever crossed into Turkish airspace.

BURNA BOY TO STORM UK 2016 AFTER BAN EXPIRES

Nigerian singer, Burna Boy, is gearing up for 2016, when he is expected to be eligible to enter into the UK.

The singer has been unable to thrill his fans in the UK because he was prevented from entering the country for being part of those who stabbed someone to death.

He was sentenced and later released on parole. However, Burna Boy, born Damini Ogulu, left the UK and returned to Nigeria.
The singer had attempted to enter into the UK again, but was arrested at the airport and deported back into Nigeria.

A show promoter named King SMADE has added the singer on the list of artistes to perform in the UK in 2016 and Burna Boy has expressed his excitement for this. He said, “ (I) can’t wait for the ban to be lifted.”

SMADE, who told the singer that his London fans are anxiously waiting for him to thrill them, got a response from the artiste saying, “I've patiently waited for 5 years Brother! 2016 will never be forgotten. That's on my life!”


NYSC DG says the ban on wearing of hijab in camps will not be lifted

Members of Muslim Youths in Da’wah on Tuesday had a peaceful protest at the headquarters of the National Youth Service Corps in Abuja against the ban on the use of hijab by female Muslim corps members, especially during orientation camps.

However the Director-General of the NYSC, Brigadier-General, Johnson Olawumi, insisted on the ban, saying it was “for security reasons” and will not be lifted.

The national coordinator of LMYiD, Luqman Hassan; and the Deputy Coordinator, Kamarudeen Adefila, had told the NYSC DG that a major protest by Muslims was averted because of the ban on hijab in most orientation camps.


Hassan told the DG:

“We are here to discuss with you about the incident that happened recently in various camps across the country. We have a guiding principle which is based on the Holy Q’uran. We are all Nigerians and the principle which guides us is the constitution and the African Charter on Human rights.
“Members of the NYSC are Nigerians who have contributed to the development of this country; female corps members deserve protection by the NYSC. We don’t believe that a female corps member putting on hijab has done any wrong against the Act establishing the NYSC. So they deserve the respect of the NYSC. We have travelled far and wide and visited different camps. Why are the rights of female corps members being infringed upon. We are here to register our displeasure.”

“Many Muslim organisations wanted to protest, but we said wait a while. In fact, we have to intervene to avoid the situation and if Muslims march on the streets, it will attract a lot of negative comments, but people won’t know why we are protesting,” Adefila had added.



Olawumi said:
“Under my leadership, the NYSC will accord respect to every corps member, irrespective of tribe and religion. The incident in Benue State was caused by the use of long hijab. The security situation in the country is tough. There is the danger of somebody using hijab for other reasons.

“Why are you so particular on your alleged infraction on the rights of youths without mentioning any one of such on Christian youths? Produce your evidence, write to us and I can assure you that we will act fast. When the incident in Benue State was reported to us, I swung into action and ensured that the camp commandant was decamped immediately. We are not magicians; if you have any evidence, write to us and we will not hesitate to act.”
The NYSC Legal Adviser, Ahmed Tijani Ibrahim, said the incident in Benue State was still being investigated.


He said,:

"I’m a Muslim and in our camps, I know that we have treated everybody equally. You mentioned the fact that you would have proceeded to protest. Very minor issues could trigger off mass protest.

“We will see the way forward to this complaint. I can assure you that the issue will not be swept under the carpet. The NYSC is very sensitive to the issue of religion and immediately we heard of it, we swung into action and we are on it because issues of religion are very sensitive.”

Kogi election: APC to conduct fresh

National Chairman of the All Progressives Congress (APC), Chief John Odigie-Oyegun says the party will be conducting a fresh primary election where a substitute for late Prince Abubakar Audu of Kogi state would emerge for the December 5th supplementary election. Audu died suddenly after INEC declared the Saturday Novernmer 21st state governorship election inconclusive. He was buried yesterday November 23rd.

In a statement today, INEC said APC would be allowed to field a replacement for late Audu for the completion of the election.
