Explosions Rock Five Buildings In Benin



Explosion on Tuesday rocked about five residential buildings on Zomi-Zomi Street at the Upper Sakponba axis of Benin City the capital of Edo State.



Although no live was lost in the incident, which occurred in the afternoon, some occupants of the buildings sustained minor injuries.

The explosion, however, shattered part of the front perimeter fence, aluminum roofing sheets and bore hole rubber tanks.

In the premises of the buildings, papers were littered around.

A team from the anti-bomb squad swiftly deployed to the area which was subsequently cordoned off.

The Edo State Police Public Relations Officer, Stanley Osifo, confirmed the incident to Channel Television in a phone call.


He said it was an Improvised Explosive Device (IED) that had gone off.

Mr Osifo explained that the occupants of the building, where the IED went off, had been taken in for further questioning

He also said the police have commenced profiling of the residents of the area, as he believes that will assist the police with more facts about the incident.

Zika Virus: WHO Declares Global Emergency





The World Health Organization has said that a disease linked to the Zika virus in Latin America poses a global public health emergency requiring a united response.



With the increasing report of infection as a result of the virus, experts are worried that it is spreading far and fast, with devastating consequences.

The infection has been linked to cases of microcephaly, in which babies are born with underdeveloped brains.

The WHO alert puts Zika in the same category of concern as Ebola that ravaged some countries in Africa.

“Extraordinary Event”

It means research and aid will be fast-tracked to tackle the infection.

There have been around 4,000 reported cases of microcephaly in Brazil alone since October, the BBC reported.

WHO director general, Margaret Chan, called Zika an “extraordinary event” that needed a co-ordinated response.

“I am now declaring that the recent cluster of microcephaly and other neurological abnormalities reported in Latin America following a similar cluster in French Polynesia in 2014 constitutes a public health emergency of international concern.”

Dr Chan justified declaring an emergency even amid uncertainties about the disease, saying it was time to take action.

The WHO faced heavy criticism for waiting too long to declare the Ebola outbreak a public emergency.

Currently, there is no vaccine or medication to stop Zika. The only way to avoid catching it is to avoid getting bitten by the Aedes mosquitoes that transmit the infection.

The WHO has already warned that Zika is likely to “spread explosively” across nearly all of the Americas. More than 20 countries, including Brazil, are reporting cases.

Most infections are mild and cause few or no symptoms, although there have been some reported cases of a rare paralysis disorder called Guillain-Barre syndrome.

According to the Secretary-General of the Catholic Secretariat of Nigeria, Reverend Father Ralph Madu‎, Mbaka's transfer was to make him more useful in his service. He refuted claims by Mbaka that his transfer was a punishment and a calculated move to make him suffer.



"‎Mbaka’s transfer is not an exception; the Bishop has the right to post any priest wherever he feels his service would be more useful to the church.
His posting should have been a privilege, not a punishment which the Bishop can do because he has the power. If he says it’s a punishment, then it’s open for further investigation. Posting is a regular thing, a priest can be transferred after two, three, four, or more years. It depends on the discretion of the Bishop. That ministry (Adoration Ministry) is his private ministry. It does not belong to the church. Overseeing a parish is a full time job. Overseeing a ministry is a bigger task. If the church decides to take him somewhere where he’ll have more time to carry out his ministry, how is it punitive? That should not be the language.”he said



Madu said Mbaka had done things that were unacceptable to the church in the past but received no punishments for them.




“He is supposed to be a missionary. What if the Bishop had closed down the ministry , which is within his power to do? Sometimes, transfers can be for the good of the priest as something can be going wrong which he might not be aware of. The Bishop is free to move any priest at any time, it is his prerogative.”




Fr Mbaka is to resume immediately at his new post at the Our Lady Parish, Emene. The priest, who is as fiery as he is controversial, had described his re-posting by the church as a “calculated move” to make him suffer.”

Nigeria, Italy Sign Agreement On Police Training And Logistics Supply



Nigeria and Italy on monday signed an agreement on intelligence sharing, capacity building and provision of logistics that will enhance the operations of the Nigeria Police Force.



The signing of the agreement was witnessed by President Muhammadu Buhari and the Italian Prime Minister, Mr Matteo Renzi, in the State House in Abuja on Monday.

In a statement issued by a spokesperson for President Buhari, the signing was part of bilateral meeting between the two countries which covered issues on energy, security, agriculture, immigration, human and drug trafficking, infrastructure and education.

“The agreement on enhancing cooperation between the Nigerian and Italian Police, was signed by the Inspector General of Police, Solomon Arase and the Italian National Police Chief, Alessandro Pansa”, the statement read.

Speaking at the bilateral meeting, President Buhari said he was impressed with the relationship between Nigeria and Italy over the years, especially in the areas of security, construction, oil and gas and the exploration of solid minerals.

“I am impressed by the resilience and commitment of the Italian business to Nigeria’s development shown by the Italian construction companies and companies in the oil sector.

“I am happy to hear that an Italian oil company, Eni Limited, is investing four billion US Dollars in the coming three years in the economy in spite of the downward spiral of oil prices,” the President said.

In his remarks, the Italian Prime Minister said that his country would support Nigeria in the ongoing fight against corruption, terrorism and also encourage Italian companies to invest more in sectors that would enable growth and create jobs for Nigerians like power, agriculture and solid minerals.

2016 BUDGET: Minister Clarifies Strategy For Foreign Loans




Nigeria’s Minister of Finance, Kemi Adeosun, on Monday, gave further clarifications on the strategy for foreign loans being explored to fund the 2016 budget.



In a statement, by the spokesperson for the Minister, Mrs Adeosun said that the overall objective of the loan was to provide the lowest possible cost of funds to finance capital projects proposed under the government’s plan to stimulate the economy.

“These capital projects include power, transport, road, housing among others”, it read.

The Minister also explained that options with multi-lateral agencies including the World Bank and African Development Bank (AfDB) were being explored.

Multilateral agencies provide loans on concessional terms, which include low interest, moratorium before repayment and long tenure.

The second funding option being explored is Export Credit Agencies such as China Exim Bank.

These funds are also concessional and are tied to specific capital projects.

Mrs Adeosun said that the need to invest in infrastructure to stimulate the economy and the long-term payback period of capital projects demands that the lowest cost of funds be obtained.

The Minister of Finance stated that the balance of foreign borrowing required would be raised in the Eurobond market at commercial rates of interest.

She explained that by blending these different sources of funding, the overall cost of funds would be maintained at the lowest possible level.

“As far as possible, our foreign borrowing will be tied to specific capital projects. A number of these projects are revenue generating which would be used to fund the loan repayments.

“The strategy of pursuing increased foreign borrowing is designed to ensure that the Federal Government does not “crowd out” the private sector in the domestic market,” the Minister stated.

The Federal Government presented to the National Assembly a budget of 6.08 trillion Naira with a 2.2 trillion Naira deficit and a 1.8 trillion Naira borrowing requirement.

The budget is predicated on a $38 per barrel oil benchmark which is less than the current market price.

NECO June/July SSCE Registration Guidelines – 2016/17







National Examinations Council, NECO: Guidelines for the 2016 June/July Senior School Certificate Examination (SSCE) Registration. Registration fee for 2016 June/July SSCE is N11,350.00 (Eleven Thousand Three Hundred and Fifty Naira) only per candidate.



ELIGIBILITY FOR REGISTRATION

Principals/Commandants of Schools are hereby informed that only candidates in their final year of the Senior Secondary School (i.e. SS3) are eligible for registration. For the avoidance of doubt, the 2016 June/July SSCE is meant for only school based candidates in Nigeria and overseas. It is not meant for private candidates. Principals/Commandants of Schools and Ministries of Education should endeavour to enforce the eligibility condition.

REGISTRATION PROCEDURES

The registration will be strictly on-line, using the cards purchased from respective NECO State Offices. Registration can be done on the website at anytime within the stipulated registration period using the facilities of any reputable cyber cafe.

The following are the registration procedures for Principals/Commandants of Schools presenting bona-fide candidates for examination in 2016.

ENTRY SCHEDULES AND SUBJECT ANALYSIS FORMS

School Principals/Commandants are to collect Entry Schedules and Subject Analysis Forms for their SS3 candidates from NECO Offices in their respective States as from Monday, 18th January, 2016.

REGISTRATION FEE

Registration fee for 2016 June/July SSCE is N11,350.00 (Eleven Thousand Three Hundred and Fifty Naira) only per candidate.

COMPLETION OF ENTRY SCHEDULE AND PURCHASE OF ON-LINE SCRATCH CARDS

The carbonized entry schedules are to be completed in duplicate and submitted at point of purchase of on-line scratch cards.

On-line Pin Number/Scratch Cards are to be purchased at the respective NECO State Offices.

Schools shall submit to the NECO State Office the following:

Evidence of payment made into NECO Treasury Single Account (TSA) from any of the Commercial Banks for the total number of candidates presented.
Completed original and duplicate copies of the Entry Schedules duly endorsed by the State Ministry of Education
Completed subject analysis forms
Items 1, 2 and 3 above should be submitted latest by Monday 15th February, 2016 to be able to collect on-line E-Registration cards.

Schools shall thereafter, use the scratch cards to register their candidates on the NECO website using the facilities of any reputable cyber-cafe to obtain registration data of their candidates. The website is mynecoexams. com

All schools (Except Federal Government Institutions) must have their Entry Schedules endorsed by the relevant Department of the State Ministries of Education. Private schools are not exempted from this condition.

Please NOTE that once the names of candidates are filled on the Entry Schedule and submitted after registration, the Council does NOT GRANT OUTRIGHT REPLACEMENT OF REGISTERED CANDIDATE with UNREGISTERED one i.e NO REPLACEMENT OF NAME AFTER REGISTRATION.

Schools should endeavour to MONITOR their on-line registration process properly to minimize errors.

MINIMUM NUMBER OF CANDIDATES

The minimum number of candidates to be registered by a school is 20 (Twenty). Any school registering less than twenty candidates shall pay a surcharge of N40,000.00 (Forty Thousand Naira Only).

PHOTO ALBUMS

Photo-albums are to be purchased in pairs. Each photo album has a provision for 171 candidates. A page has a provision for nine candidates and there are nineteen pages. A pair of photo album cost N1,200.00 (One Thousand and Two Hundred Naira Only). The candidates photographs pasted in the two photo albums MUST BE THE SAME WITH THE ONE USED FOR ON-LINE REGISTRATION.
After completion, one copy of the photo album is to be submitted to NECO State Office while the school retains the other copy.


RETURN OF COMPLETED REGISTRATION DOCUMENTS


School Principals/Commandants shall return a copy of the downloaded on-line data of registered candidates to NECO Office in their respective States.

REGISTRATION PERIOD AND CLOSING DATE

The registration period is between Monday 18th January, 2016 and Monday 4th April, 2016.
The website will be closed on Monday 4th April, 2016 at 00 midnight. Late registration will not be entertained.
The last date for return of down-loaded statistics of the registered candidates by schools to respective NECO State Offices is Monday 11th April, 2016.

89 Make First Class as ABU Graduates 17,747












The Ahmadu Bello University (ABU), Zaria, Kaduna State, has awarded 89 first class degrees and 305 Ph.Ds for the 2013/2014 academic session.

A total of 13,149 first degrees and 4,598 higher degrees and diplomas were also conferred to deserving graduates for the 2013/2014 academic session.

Vice-Chancellor of the institution, Professor Ibrahim Garba, announced this at the 38th convocation ceremony of the university held at the main campus, Samaru, Zaria.

Garba gave a breakdown of the degrees as First Class, 89 persons; Second Class Upper, 2,086; Second Class Lower, 7,108; Third Class, 3,161; Pass, 262; and 443 Unclassified Degrees.

He said that Higher Degrees and Diplomas include 305 Ph.Ds; 2,669 Masters of Arts and Masters of Science; and 1,624 Post Graduate Diplomas.
