Time to re-write the APC Manifesto - By Dele Momodu

Article written by journalist and Ovation publisher, Dele Momodu. Read below...

Fellow Nigerians, something melodramatic occurred some days ago in Doha, Qatar, United Arab Emirates, where President Muhammadu Buhari dropped a bombshell inadvertently. And what was the matter? The President in his usual candour and uncommon honesty announced that one of his major campaign promises was no longer feasible and practicable; the plan to pay unemployed youths a paltry sum of N5,000 monthly stipend was thus summarily jettisoned.

Or so it seemed. To be accurate, what Mr President said with a wry smile was that this was a campaign promise of his Party and was one of the cardinal points of his Party’s Manifesto but he had not personally campaigned about it and it was not going to be a priority of his administration in view of other more significant and important challenges.
However, all hell broke loose on social media because the President’s body language actually suggested that the pledge was dead in the water and had not just been demoted from the list of priorities. There were several reasons why social and popular media became instantly agog with activity on this issue.

Nigerian youths took great risk to get Major General Buhari elected. They trusted him with their lives and expected the change mantra to become reality as soon as the People’s General regained power after being sacked as a military ruler in 1985. Truth is there are already some loud whispers in many quarters that lofty expectations are turning to a mirage and that things are already falling apart. Every explanation that it is too early to expect miracles is hardly treated with belief.

Thus when the President delivered this seemingly bad news to the expectant nation, it did not go down well with many people. First the location was wrong. I agree that such monumental decisions should not have been announced while sojourning abroad. To some it would appear as if the President was taking the easy pusillanimous way out. Perhaps, the President should have addressed the nation on home soil.

Maybe the President could have requested his ruling APC party to take the bullet for him by getting the Party Chairman, Chief John Oyegun, to talk to the nation about the need to revise the manifesto that was sold to the electorate with so much glee. There is nothing wrong if fresh realities have necessitated a change of plans. There is usually a world of difference between the idealism of opposition and the reality of being on the hot seat. It is one of the reasons I don’t envy the President on this present job.

Mr President and his Party would have to sit down urgently to reappraise things and come out with a tidier and clearer agenda containing the realistic plan for Nigeria and Nigerians in this dispensation. Sooner rather than later, the first year of this administration will come knocking. It would be disastrous if by May 29, 2016, we still cannot have a glimpse of where the government is headed or heading. The staccato, stop-start fashion by which things are being currently handled must yield way to a smoother policy manifestation and implementation. There are many things that need to be worked on speedily.

The first and most pressing is the economy. What is on ground now has been described by a famous economist as “Robinson Crusoe economics.” Like Robinson Crusoe, our economy is being handled like one man living alone on an uninhabited island but surrounded by cannibals and vermin. The economy is on a freefall, the sort we’ve not encountered before. My humble suggestion is that the President should assemble a crack economic team immediately. Those who wish to hold conferences can still do so especially as we know where similar jamboree conferences have gotten us in the past. However, it is obvious that some people have hijacked the misfortune of Nigeria and turned it into a spectacular goldmine.

“Voodoo economics” is being practised by those milking the country dry and their acolytes as well as by others wishing to manipulate themselves into the position of latter day economics experts and get a slice of the national cake. There are at this moment only a few sincere economists about and we should tap into these people but not make the mistake of putting them on the same platform with the evildoers lest we become unable to separate the wheat from the chaff. A nation that fails to consult and use its best brains is doomed and may be permanently jinxed like we seem to have been forever. In any event what is necessary now is not to make the country a debating society where esoteric and grand economic principles are postulated and propounded but a society where practical visionary and meaningful economic policies are garnered and implemented.

As young as I was in the days of Chief Obafemi Awolowo, I was aware that his best asset were the brightest brains he was able to attract and assemble. He gathered their brilliant ideas and merged them with his own. Leadership is thus an art and science of skillfully managing people and resources. It is even easier these days. In the age of advanced technology, where you can buy whatever you lack, including brains.

As advanced as Britain is, the Governor of the Bank of England was recruited from Canada. No one raised eyebrows because the most important thing was getting the job done. Our parochialism will kill Nigeria ultimately if care is not taken. Many of the voodooists controlling Nigeria know nothing about modern governance or managing an economy, not to mention an ailing one. What is worse is that they know that they know not but would not agree to allow those who know something to do anything.

The time has come to declare an emergency on an evil economic apparatus foisted on us by selfish people that may end up ruining our otherwise great country. I believe we should rise above partisan politics and bring our past and present geniuses together including The Vice President, Professor Yemi Osinbajo, The Minister of Finance, Mrs Kemi Adeosun, The Governor of the Central Bank, Mr Godwin Emefiele, The Emir of Kano, His Highness Lamido Sanusi, Professor Charles Soludo, Mrs Oby Ezekwesili, Professor Part Utomi, Mr Bismark Rewane, and some of our brilliant University dons to fashion out a way out of this scandalous debacle.

The next thing is for this government to reflect true frugality and shed the toga of prodigality that is already rearing its ugly head. The President should be alerted about how those outside now believe he has already joined the psychedelic class by wasting resources on flights of fancy and excessively flamboyant and ostentatious airport ceremonies. The social media caught fire last Monday as the pictures of our Brigade of Guards in Scottish kilt fully piped up welcomed the President on his arrival from his Middle East tour went viral. Such frivolity did not reflect the mood of the nation. The President’s winning formula had always been his simplicity, humility and childlike innocence. He must resist the temptation of being corrupted by the carpetbaggers who litter our corridors of power. Running the different tiers of government has been a major drain on our economy. It is also the reason the citizens would not change their ways when government refuses to set good examples.

Everything humanly possible should be done to empower and encourage Mr Babatunde Raji Fashola to give us power. There will never be any meaningful development and progress until we can generate enough electricity and be able to transmit and distribute this effectively. When people shout that we should patronize made in Nigeria products they conveniently forget that most of what we use in making the made in Nigeria products were fabricated and made abroad. At best we are only an assembly line for these products. An average company loses its profit to what should have been provided ordinarily by government. I cannot begin to overemphasise the importance of electricity. Nigerians will never forget whoever can put an end to their life in perpetual darkness. It is worth every effort and investment.

It is heartening to note that there are those ready and willing to partner with Government at little or no cost to make our dire power situation a thing of the past using both conventional and sustainable energy solutions. All that seems to be required is for government to discard any policy that would be a stumbling block to the utilisation of these opportunities. Nothing must be seen as set in stone. National development requires not only flexibility but a willingness to think outside the box. It is time to seize the moment.

In the name of God, we must revamp our educational institutions. It is disgraceful that we watched them collapse and we have refused to do anything tangible to bring them back to par with their counterparts elsewhere. The APC should tell and demonstrate in concrete terms what it intends to do to restore the lost glory of our schools from primary to tertiary institutions. Mercifully, the Vice President comes from a scholarly background and hopefully should be able to activate and actualize what the former President Goodluck Jonathan, himself an academic, could not achieve in the five years he spent as substantive number one citizen of Nigeria.
Without quality education, most of our graduates would never be employed or even become employable. Our school curriculum must now be redesigned in such a way that it can be relevant to the needs and requirements of our tough situations. Entrepreneurship should become a compulsory subject. This is why we must commend and recommend the great initiative by Tony Elumelu’s foundation that seeks to locate and situate hidden talents and future captains of industry. Innovation and inventiveness must be encouraged.

There are Nigerians undertaking breathtaking research in many fields of human endeavour within the hallowed precincts of our university communities but they do not have the financial muscle or government encouragement and backing to be able to bring their dreams into reality. Great nations are made from developing such talents. Research and development (R & D) is the way to go. Most of our manufacturing companies hardly have any such viable R & D departments. Incentives must be given to all concerned, including funding and tax initiatives, so that our nation may truly enter the industrialised comity of nations and not just pretend that we are better than mere panel beaters!

Yes, it is time for APC and the Government to set their priorities again but this must be done with a sense of purpose and a desire to take the people to a higher level. May God help them.

What the Church has done about sex abuse

The movie Spotlight’s Best Picture win at the Academy Awards has brought renewed attention to the Catholic sex abuse scandals that broke in 2002. But while the Church’s failures are well-known, it is also true that the Catholic Church has made more progress than any other body on this issue.

There are several marks of progress: the removal and canonical punishment of clergy who commit sex abuse, especially high-level churchmen and leaders of religious movements; papal meetings with victims; reform of church law; and the creation of new church structures.

The Church has always been concerned about what canon law calls “the most serious crimes.” Under the 1917 Code of Canon Law and a 1922 instruction from the Vatican, sexual abuse of minors was treated as “the worst crime,” a “crimen pessimum,” which was to be reported to the Holy Office – later known as the Congregation for the Doctrine of the Faith.

After the Second Vatican Council, the Church moved to decentralize the judgment of these cases and to value the authority and judgment of local bishops.

In some cases, the canon law process was dismissed as anachronistic in favor of a so-called “pastoral approach.” This meant from 1962 to 2001 only a few cases of abuse – those in which the priest abused the Sacrament of Penance – would go to the Holy Office.

In 1983, the new code of Canon Law was issued. But the norms gave birth to complicated procedures that made it difficult to laicize abusive priests. Bishops were still tasked with filing charges against priests who committed sex abuse. These charges were handled by the Congregation for the Clergy. But some dioceses failed to report sexual abuse cases to Rome and neglected to take measures against priests. Often, dioceses merely transferred these priests.

In 2001, St. John Paul II issued legislation that transferred authority to investigate abuses cases to the Congregation for the Doctrine of the Faith (CDF), which was headed at the time by Cardinal Joseph Ratzinger – the man who would become Pope Benedict XVI.

Pope John Paul II expanded this congregation’s duties to address many more cases of clergy sexual abuse. As prefect, Ratzinger identified major failures in addressing sex abuse.

When Ratzinger became pope in 2005, taking the name Benedict XVI, he carried forward an approach based on justice and awareness of the Church’s shortcomings. His papacy gave enormous impetus to the fight against sex abuse by clergy.

According to data presented by the CDF to the U.N. Human Rights Commission in January 2014, Benedict XVI defrocked hundreds of priests for past sexual abuse from 2009-2012 alone.

In May 2005, Pope Benedict laicized Fr. Gino Burresi, founder of the Servants of the Immaculate Heart of Mary, for sexual abuse.

A year later, in May 2006, Benedict disciplined Fr. Marcial Maciel Degollado, the influential founder of the Legionaries of Christ. He condemned the priest to a life of penance removed from any public position.

In 2007, Benedict required the France-based Community of the Beatitudes to be re-founded, given that some of its members abused children. In 2011, the community would acknowledge the faults of some of its members, including its founder.

Four years later, the Congregation for the Doctrine of the Faith completed its investigation of Fr. Fernando Karadima, a Chilean accused of molesting children. The civil case against him had been dismissed due to the age of the allegations. The CDF, however, declared the 84-year-old priest guilty.

Benedict XVI’s papacy included both global and local approaches to fighting sex abuse. In 2011, the CDF sent a letter to the world’s bishops’ conferences, asking them to adopt stringent guidelines to fight such abuse by May 2012.

The letter highlighted five key points: assistance to victims of sexual abuse; protection of minors; education of future priests and religious; how to respond to accusations against priests; and collaboration with civil authorities.
Meanwhile, Benedict XVI responded specifically to the Catholic bishops of Ireland, who went to Rome twice to speak with him about sex abuse.

After these meetings, Benedict wrote a March 2010 pastoral letter to the country’s Catholics.
He particularly noted a “misguided tendency” against applying canonical punishments that arose due to misinterpretations of the Second Vatican Council.

The Pope announced an apostolic visitation and provided criteria to tackle cases of abuse.
In March 2012, Benedict issued guidelines to prevent abuse of minors and to involve the faithful in abuse prevention. The document stressed full cooperation with civil authorities in reporting accusations. The document also required that archbishops ensure that any new cases of abuse be forwarded to civil authorities and to the CDF.

Pope Francis continued these efforts after his February 2013 election. The same month of his election, Cardinal Keith O’Brien of Scotland resigned from the Archbishopric of St. Andrews and Edinburgh after news coverage of charges that he had engaged in sexually inappropriate behavior towards priests. Francis evaluated the results of a Vatican inquiry of the cardinal’s action. He approved the cardinal’s resignation from the cardinalate in March 2015, an extremely rare event in Church history.

The Pope had a strong response to the case of Archbishop Josef Wesolowski, who served as apostolic nuncio to the Dominican Republic from 2008-2013. The nuncio resigned after accusations that he paid for sexual relations with minors. He was put on trial by the CDF and in July 2014, was found guilty of the accusations under Church law. The Vatican punished him with laicization, the strongest canonical penalty.

Though there is no extradition treaty between the Vatican and the Dominican Republic, Vatican officials expressed their willingness to hand over Wesolowski to civil authorities in the Dominican Republic. The nuncio died of natural causes in August 2015 while on house arrest.

The Vatican’s criminal case against him was still ongoing at that time.
Pope Francis has also moved to create new church bodies to combat abuse. In December 2013 he established a Pontifical Commission for the Protection of Minors, following a recommendation of Cardinal Sean O’Malley of Boston.
The Pope created a special group within the CDF to hear the cases of high-ranking clerics charged with the most serious crimes. He has also begun to study the possibility of introducing to canon law the crime of “abuse of office” for bishops who fail to fulfill their responsibilities to prosecute sex abuse.

In addition to disciplinary measures against abusers, the Church has also worked at the highest level to reach out to victims.
Benedict XVI met with abuse victims several times: during his 2008 visits to the U.S. and Australia, during his 2010 visits to Malta and the United Kingdom, and during his 2011 visit to Germany.

The meetings with victims had immediate effects. In the U.K., victims came forward with more reports of past abuse. Soon after the Pope visited Malta, he defrocked a Maltese priest convicted of sex abuse in a criminal trial. Monsignor Charles J. Scicluna, then Promoter of Justice of the Holy See, said that Benedict pushed the Church of Malta and its investigative bodies to accelerate their work.

Pope Francis continues these efforts. He met sex abuse victims in July 2014 at the Vatican – the first such meeting within Vatican walls. He also met with victims in the United States during his September 2015 visit.

Why N5,000 stipend, school feeding not feasible - Senator Goje

Senator Danjuma Goje insists the N5,000 promised to one million Nigerians and the school feeding contained in the 2016 budget is not feasible.

Senator Danjuma Goje insists the N5,000 stipend promised to one million Nigerians by the federal government as contained in the 2016 budget may not be implemented anytime soon.

Goje who is the chairman, Senate committee on appropriation said the lack of a detailed, clear-cut structure laid down for implementation of the project was the reason why its implementation has suffered a setback, Daily Post reports.

Speaking at an interactive session organised by the joint National Assembly committee on appropriation with government officials in Abuja, on Thursday, March 3, Goje noted that there was no explanation as to who would choose the one million people entitled to the N5000 or what indices will be used in determining who should benefit from the stipend.
He said: “We have not gotten clear explanations to these numerous issues surrounding the implementation of this money. Even the afternoon school feeding contained in the budget is not feasible because some students study under non-conducive environment. Will feeding them enhance their learning?”

He however did not rule out future implementation of the programme but stressed that it may not be implemented in 2016.

“We are all happy with the programme and I am a party man to the core, but what needs to be done needs to be done very well. I think there is a need to do a greater work on implementation; otherwise this money will go down the drain.

“We support this programme. We want Mr President to succeed. We want our party to succeed. We want to continue to win this election but we want the programme to be successful.”

He said the National Assembly was working toward a workable implementation strategy adding that the lawmakers will use this year to do very sound groundwork for implementation so that the programmme can take off next year.
Meanwhile, Nigeria’s minister of finance, Kemi Adeosun has revealed how much Nigeria has in her Treasury Single Account (TSA).

The minister who made this disclosure yesterday while fielding questions from National Assembly joint committee on appropriations alongside Nigeria’s minister of budget and planning, Udo Udoma.

She said the account had accumulated to N2.9trillion, from its initial N2.2trillion in February.

Adeosun however, said the total of sum may not be used to fund the proposed N6.08trillion budget because some part of it will be go as operating cost for key revenue-generating agencies of the federal government.

P-Square Are Still Our Brand Ambassadors – Glo

Mobile network giant Globacom has come out to dispell rumours that the company was about to drop twin brothers, Peter and Paul Okoye, popularly called P-Square, as its ambassadors.

In a statement released late Thursday, Glo states that the twins are still very much ambassadors of their brand. They also added that the yearly review of contracts are ongoing.

“We have not disengaged P-Square or any of our other ambassadors. We are currently in the process of reviewing our contracts with the brand ambassadors,” the statement said.

“We are proud of the role Globacom has played in the rapid upward trajectory of the musical career of these incredibly talented twin brothers. Globacom has also played a similar role in the exposure and economic empowerment of all the Nigerian entertainers, and others from neighbouring countries, who worked with us as brand ambassadors”

“Globacom holds its brand ambassadors in the highest esteem and has a dignified procedure of managing its relationships with its brand ambassadors. Whenever brand ambassadors are to be engaged or disengaged, we usually follow the due process and dignify them by holding constructive discussions with them,”

There has been a lot of controversy surrounding the duo over the past couple of weeks and statements from both Paul and Peter on social media suggest that they might be going their separate ways.

World Bank plans $20 million carbon credit auction

The World Bank will hold a $20 million auction for carbon credits from projects designed to cut methane emissions, offering up to 10 times the current market value, the bank has said.

The auction, to be held on May 12 2016, comes at a time when investment in carbon-cutting projects under U.N. programmes has slowed as countries debate the design of a new global climate pact to come into force in 2020.
Methane is regarded as a highly potent greenhouse gas with a global warming potential 25 times that of carbon dioxide.

The so-called Pilot Auction Facility will offer tradable price guarantees, or a strike price, of $3.50 per ton for carbon dioxide emission reductions, compared with current traded prices around 0.35 euros ($0.38).
Participants will bid on the premium they are willing to pay for the contracts with the premium bid starting at $0.06 per tonne.

Negotiators from almost 200 countries agreed at last year’s climate talks in Paris to support the international trading of carbon credits as part of a new global deal but have yet to decide on the rules or the types of projects that could be included.

In the bank’s first auction, held in July last year, 12 winners secured $2.40 per credit for a total of 8.7 million credits.
