Buhari departs for Equatotial Guinea

President Buhari will lead members of the National Security Team to Malabo  for talks with President Obiang Nguema Mbasogo of Equatorial Guinea on further measures to protect the people and resources of the Niger Delta and Gulf of Guinea.


A statement released by presidential spokesperson Femi Adesina yesterday March 13th, says the conclusion and signing of an agreement by Nigeria and Equatorial Guinea for the establishment of a combined maritime policing and security patrol committee on Tuesday is expected to be the major outcome of President Buhari’s talks with his host.

President Buhari and President Mbasogo are also expected to discuss and agree on other collaborative measures to combat crimes such as piracy, crude oil theft, attacks on oil rigs, arms smuggling and human trafficking in the Gulf of Guinea. Both leaders will also confer on the rescheduling of the joint summit of the Economic Community of West African States and the Economic Community of Central African States on additional cooperative measures to curb terrorism and violent extremism in West and Central Africa.

The summit was to have been hosted by Equatorial Guinea last year but was postponed because of Nigeria’s general elections. President Buhari will be accompanied by the Minister of Defence, Brig.-Gen. Mansur Dan-Ali (rtd.), the National Security Adviser, Maj.-Gen. Babagana Monguno (rtd.) and other senior security officials. He is scheduled to return to Abuja on Tuesday March 15th.

We'll never cover up Corruption- Saraki

Senate President, Bukola Saraki says the present senate under his leadership will never cover corruption except if the information didn't come to them. Saraki said this while speaking with a team of editors of the London based "The Economist" newspaper at the weekend. 

"Under my watch, the Senate will never cover corruption except if the information didn't come to us"he said

According to a statement by his Special Assistant on Public Affairs, Mohammed Isa, Saraki said the Senate is ever ready to partner with President Muhammadu Buhari to ensure the success of the anti-corruption war. The Senate, he said had already demonstrated such commitment through its interventions on many alleged corrupt transactions such as its swift investigation and adoption of a report on the management of the Treasury Single Account (TSA) that saved the nation about N7billion and the exposure of the inconsistencies in the 2016 budget.
The step, he said was a departure from the past where such reports were either watered-down or not presented for debate and adoption. He cited the report he presented to the last Senate on the over N1trillion fuel subsidy scam that never saw the light of the day.
In furtherance to the commitment, the Senate President said Nigerians would in the next few weeks be availed with the details of the National Assembly budget which will be a departure from the tradition of having one line item budget.
"For the first time we promised Nigerians to give out our budget breakdown. The committee will make its report available by next week. We are resolved to break the tradition of one line item," he said.
Saraki said though party differences exist between the senators, citing example of the leadership tussle, he, however said, national interest and the desire of each senator to fulfil the promises made to Nigerians have become the guiding principle of the senate in their team work.
On the economy, he said the Senate has embarked on series of legislative interventions to create conducive environment for the private sector, as he said, "it is only when the private sector thrives that the issue of unemployment will be addressed and the nation's GDP will increase."
"Few days ago, we received a report on the laws that need to be amended in order of priority importance to ease doing business and overall private sector participation in the stimulation of Nigeria's economy. We will soon commence the implementation of the recommendations in the report in addition to pushing for the amendment of the Procurement Act to stimulate and protect our local industries," he assured.
He blamed lack of firmness and consistency in policy implementation by the past administrations as the main obstacle for the growth of the private sector.
"If people have confidence that these policies have come to stay, nothing will stop them from coming to invest in the country," he stressed.
He allayed the fears that the low prices of oil will have negative impact on the implementation of the 2016 budget, saying that, "what we need to do is to block leakages and show more transparency."
"If we can block leakages, stop the wastages and institute a culture of transparency in governance, the revenue in-flow will not be substantially affected. Without these, even if oil is sold at more than a $100 per barrel, we will continue to witness a decline in revenue in-flow as we witnessed in the past," Saraki said.

Central Bank Of Nigeria Suspends Deputy Governor, Directors For Fraud

One of the three deputy governors of the Central Bank of Nigeria is currently on suspension for being involved in ‘a sophisticated plot’ to defraud the bank a huge sum of money, findings by our correspondent have revealed.

Top officials of the CBN close to the development told our correspondent that two directors of the bank were also suspended over the multi-million naira scam.


The officials, who spoke on the condition of anonymity because they were not authorised to speak on the matter, said their suspension was ordered by the CBN Governor, Mr. Godwin Emefiele after preliminary findings revealed that they might be culpable.


The CBN had on Thursday night said it had uncovered what it described as a highly sophisticated plot to defraud the bank by some people.


The bank said in a statement by the Acting Director, Corporate Communications, Isaac Okoroafor, that while preliminary investigations had not revealed any accomplices within the bank, some personnel within the CBN had been placed on suspension.


The nature of the fraud was not specified in the statement.
It, however, said the need to place the officials on suspension was to allow for proper investigations by the relevant authorities.

The statement read, “A highly sophisticated plot to defraud the CBN by some criminally minded elements has been uncovered and aborted by the bank.

“Although preliminary investigations so far have not revealed any accomplices within the CBN, the management has decided to place all key personnel involved in the transaction on suspension.
“This is to ensure a full and unfettered investigation. This incidence has been reported to the relevant authorities.”

The CBN in the statement assured stakeholders in the banking sector that the security within the central bank remains intact and had not been breached.

Experts said the CBN as a regulator was being saddled with responsibilities that were related to that of commercial banking and, as such, made its system prone to corruption.

Economic and financial services expert, Mr. David Adonri, who is also Chief  Executive Officer of Highcap Securities, said, “The CBN is a banker to the Federal Government; it is also in charge of the foreign exchange market; it is also in charge of regulating the banks.

“In some countries, those functions are separated. The CBN is allocating forex to banks. There have been lots of cries that some are favourerd while others are not favoured. This is something that can breed corruption. There are two ways to allocate scarce resources, namely administration and market. That of administration is not always effective in allocating scarce resources. It is only the market that can do a good job.”

He also said, “With the implementation of the Treasury Single Account, the CBN is now more of a banker than a regulator. That is another thing that can breed corruption. The CBN is being saddled with more responsibilities that have to do with banking rather than being a regulator.

“The attempted fraud allegation is very disappointing, discouraging and is not expected to be coming from the regulator. This is what happens when the regulator also plays the role of a player.”

A top ex-banker and Chief Executive Officer, Cowry Assets Management Limited, Mr. Johnson Chukwu,  commended the CBN for having what he described as a robust internal control system to intercept the fraud.
He said, ‘The fraud attempt was unsuccessful, so it is a plus and indicates that the CBN has a robust internal control process. It shows the level of desperation of people to make money. This kind of thing usually happens in the financial services sector, but the key thing is to ensure there is robust system to intercept it.”

The CBN spokersperson, Okoroafor, refused to disclose the names of the suspended officials.
He said, “I am in a meeting in Calabar. Investigations are ongoing. Some key personnel of the bank have been placed on suspension not because they are the perpetrators. We need to have a full and unfettered investigation. Please note that the perpetrators are from outside. Two of them have been arrested, and no accomplice has been found within the CBN so far.

How Saraki Turned Emir Of Ilorin Into ‘Houseboy’

Increasingly, the Emir of Ilorin, Alhaji Ibrahim Sulu-Gambari, is becoming a tool in the hands of the Senate President, Dr. Bukola Saraki, SaharaReporters sources in Kwara State say.



The Senate President, who is facing prosecution for alleged false declaration of assets and possible loss of his exalted position, is using a variety of weapons to fight his political battles, and the most prominent of his battle axes are the Emir and State Governor Abdulfattah Ahmed.

A recent victim of the onslaught is Alhaji Ibrahim Oniye, Makaman Ilorin, who was suspended by Governor Ahmed as Chairman of Kwara State Parent-Teachers Association.

The suspension of Oniye, who was also barred by the Emir from stepping into his palace, did not come as a shock to many people in the state.

The man, although blind, is a reputed straight talker, who is not afraid to speak the truth to those in authority.  His fearless nature was said to be one of the attributes that endeared him to the late Emir Aliyu Abdulkadir, the 10th Emir of Ilorin, who appointed him the first Makaman of the Ilorin Emirate in 1993.

Our sources say what got Oniye into trouble was his decision to tell Alhaji Sulu-Gambari that more people in Kwara are angry with Saraki and are actually cursing him.  Oniye was said to have told the Emir that those cursing Saraki are mainly the poor, who see the Senate President as one who has taken what belongs to them and continues to do so through Governor Ahmed, who is seen as a stooge.

Alhaji Oniye was said to have made this observation known to the Emir at a meeting called by the latter to find out why huge financial outlays on prayers by Saraki failed to stop the Supreme Court from halting the Code of Conduct Tribunal (CCT) from going ahead with the Senate President’s prosecution.
In attendance at the meeting were prominent Muslim clerics and Ilorin title holders, who preferred to deodorize the real situation until Oniye spoke and told the meeting about the anger of Kwarans with Saraki.
The treatment of Oniye by the palace and the governor has sparked disquiet in the state and invited scrutiny of the Emir.

SaharaReporters sources said that as word leaked that Alhaji Oniye had been suspended and that his PTA chairmanship would be taken away, the political establishment in Ilorin reversed the decision. By the time SaharaReporters reached Alhaji Oniye, it was apparent he had ready-made answers.  Carefully picking his words, he denied he had not been suspended and blamed the news on those that might be jealous of his many titles and prestigious position within the Ilorin Emirate.

He also said he was never removed as the PTA chairman at the state level.  He stressed that as he had never been “queried or indicted” for any malfeasance, he couldn’t have been removed.
Asked if he had spoken up for teachers whose salaries had remained unpaid in the state, he waxed philosophical saying he is the “father of all” and then asked rhetorically if there are no unpaid teachers in Osun, Bauchi, Kano and other places.

When SaharaReporters pressed Alhaji Oniye regarding the Saraki trial in Abuja, he gave interesting answers.  First, he said it was his duty not to allow the image of Ilorin to be dragged in the mud by the trial since Saraki was Ilorin’s son, and later, that he would advise people not to jubilate over Saraki’s predicament unless he is pronounced guilty by the tribunal. When our reporter read this portion of his statement to him he asked that it be taken out completely saying he had no comment on Saraki because he doesn’t want to be dragged into politics.

SaharaReporters then asked Alhaji Oniye about the reason he worshipped at a local Mosque last Friday as opposed to the Central Mosque where he has always worshipped. On this question he was slightly upset, saying it was stupid of anyone to read meaning into that, claiming that since the Emir went to Ira for the anniversary of the Oba of Ira without taking him along, he was not under any obligation to worship at the Central Mosque.
  The Emir is currently viewed as simply carrying out the wishes of Saraki and nothing else. Sources in Ilorin said issues in the emirate hardly get the Emir’s attention unless they have the potential to enhance Saraki’s fortunes.
Also sucked into the Saraki scheme is the Ilorin Emirate Descendants Progressive Union (IEDPU) led by Alhaji Abdulhameed Adi. The IEDPU showed its true character when it went to present a Qur'an and Alkayba to Saraki in the Senate shortly after his indictment.

The union, at the prompting of the Senate President, scrapped its Ilorin branch, which comprised younger, better-educated and radical members. The branch had been opposed to Saraki’s stranglehold on the affairs of the state.

Members of the branch decided to go to court, a move that was leaked to the Emir, who called them to a meeting. On arrival at the palace, the Emir informed them that the most important issue was how to ensure that Saraki does not lose the Senate Presidency. He followed that up with an order that they should return to their homes and pray for Saraki.

Those at the meeting expressed shock at how the Emir had begun conflating Ilorin well-being with Saraki’s.
The bigger shock was witnessed last week when Saraki visited Ilorin. The Emir left the palace and followed Saraki to his residence, telling those obviously surprised by his abominable conduct that he was escorting his 'son' home.

Currently, it is said that the Emir rarely attends meetings of Northern Emirs. He is said to be fully occupied running errands for Saraki, leaving many displeased with the way the Emir conducts himself in the community.
Many, however, link the Emir’s servile conduct to a rumored prophecy that the 11th Emir would be deposed. The current is the 11th Emir and he is said to believe that it is the Saraki family that can stop the predicted deposition.
In the meantime, sources say copious sums of money are being spent on marabouts and traditional diviners to ensure that Saraki escapes justice.


Many marabouts are said to have been sent on trips to Saudi Arabia to pray for him. Locally, some others were contracted to say special prayers on Sobi Hill in Ilorin. They were said to have been told to come down and immediately slaughter a camel. They, however, met a dead camel when they came down from the hill, which was viewed as an indication that the prayers said had no effect.


Traditional diviners are said to have been hired for Saraki by the Emir of Okuta, in Baruten Local Government Area. Saraki is said to have promised to elevate the traditional ruler to the status of a First Class Emir. Three weeks ago, three diviners were brought in from the neighboring Republic of Benin.


All these activities are being funded with state resources, which are controlled by Saraki, with Governor Ahmed said to be no more than a mannequin.  Through state resources, judicial officials, security operatives, media practitioners and politicians are being bribed.
The unsurprising consequence is that the state is unable to pay its workers or meet basic obligations.

VP Osinbajo’s Trip To India Cancelled Due To Protocol Error, Plus Realization Saraki Would Be Acting President

Nigeria’s Vice President of Nigeria, Yemi Osinbajo, has made a last-minute cancelation of a trip to India owing to protocol blunders by the Protocol Department of the Presidency as well as a realization that Senate President Bukola Saraki would have had to act as President for a couple of days. Mr. Saraki is currently embroiled in a trial for corruption that he and his legal team are using all kinds of controversial maneuvers to beat.

“When the President and VP are out of town, the running of the country will fall automatically into the hands of the Senate President,” a Presidency official told SaharaReporters this evening. He added, “We did not want the awkwardness that would come with that scenario.”

SaharaReporters learned that a 27-member delegation, including the VP and two ministers, were scheduled to travel today to India for a conference. But Mr. Osinbajo’s trip was shelved when the Presidency’s protocol team discovered at the last minute that President Muhammadu Buhari was also going to travel to Equatorial Guinea on Sunday for a state visit that is scheduled to start on Monday.

Mr. Osinbajo’s trip to India, which was billed to end on Wednesday, would have meant that Nigeria would for more than two days be without its first two citizens, leaving the reins of power in the hands of Senate President Saraki. A source close to the VP stated that the prospect of Mr. Saraki’s assumption of presidential powers could not be tolerated in view of the ethical clouds around the senator. Mr. Saraki is currently facing criminal proceedings at the Code of Conduct Tribunal for alleged failure to make a correct declaration of his assets.

SaharaReporters learned that VP Osinbajo had already sent his advance party to India, and had booked hotels and made arrangements for ground transportation, all at a cost of $250,000, before the cancelation of the trip on Saturday.

President Buhari is still scheduled to travel to Malabo, Equatorial Guinea, for a two-day visit that begins on Monday.

A source at the Presidency blamed the State Chief of Protocol (SCOP), Lawal Abdullahi Kazaure, as well as the protocol team for the near-blunder. “The president’s protocol chief, Malam Kazaure, and the protocol department again displayed great incompetence here,” a source at the Presidency fumed. “They ought to have caught the issue earlier before it cost Nigeria a huge sum of money,” he added.

According to the source, the current SCOP was ill suited for the demands of the protocol department, but he was hired at the behest of Mamman Daura, a powerful but shadowy figure who is the nephew of President Buhari.

Both Mr. Kazaure and the Chief of Staff, Abba Kyari, have drawn criticism for their incompetence, with some Presidency staffers complaining that the only reasons they got their posts was their closeness to Mr. Mamman Daura. Whereas Mr. Kyari worked for Mr. Daura's company for more than 20 years, Mr. Kazaure is married to Mr. Daura's sister.

NDLEA Busts Major Methamphetamine Lab In Delta State, Arrests Four Mexicans, Four Nigerians

Operatives of the National Drug Law Enforcement Agency (NDLEA) have uncovered a huge methamphetamine-making laboratory in Asaba, the capital of Delta State. Officials of the agency’s Special Enforcement Team (SET) also busted the masterminds of the major drug trafficking organization when they arrested eight suspects, four of them Mexican nationals, four Nigerians. The NDLEA stated that the suspects behind the syndicate were arrested in simultaneous operations in Lagos, Obosi, a town near Onitsha in Anambra State, and at the location of the lab in Asaba.  


Methamphetamine laboratory operators busted by the NDLEA  
A statement by the agency, signed by Ofoyeju Mitchell, disclosed that the methamphetamine laboratory resembled those found in Mexico. It was the first lab of its kind to be discovered in Nigeria, the agency said.
The NDLEA’s chairman, Colonel Muhammad Mustapha Abdallah, revealed that the laboratory had a capacity to produce between 3,000 kg and 4,000kg of methamphetamine per production cycle. He said the highly sophisticated lab used the synthesis method of methamphetamine production.


The Nigerian suspects are believed to be joint owners of the laboratory, with the Mexicans hired as methamphetamine production experts. The Nigerian suspects’ names are Chibi Aruh, William Ejike Agusi, Umolu Kosisochukwu, and Umolu Chukwuemeka.  The Mexican suspects are Cervantos Madrid Jose Bruno, Rivas Ruiz Pastiano, Castillo Barraza Cristobal, and Partida Gonzalez Pedro.


Colonel Abdallah disclosed that the raid on the lab was an undercover operation, adding that the four Mexicans were arrested during active production inside the laboratory. “The cartel first brought two Mexican methamphetamine experts, Cervantos Madrid Jose Bruno and Rivas Ruiz Pastiano, to Nigeria. But because of the size of the laboratory, coupled with the volume of work, two additional Mexicans, Castillo Barraza Cristobal and Partida Gonzalez Pedro, were added,” said the NDLEA chairman. He also stated that a successful test production was carried out at the laboratory in February 2016. The agency’s operatives struck as the second production cycle was in process, according to the NDLEA’s statement.


The items recovered from the raid include 1.5 kg of finished methamphetamine, 750 liters of liquid methamphetamine, industrial pressure pots, gas cylinders, gas burners, facial masks and numerous chemicals. The agency also seized a Toyota Tundra, a Mercedes Benz Jeep ML, and a Toyota Corolla car.
The NDLEA warned that drastic steps must be taken to fight the rise of super laboratories in Nigeria to ensure that the country did not attain a global spotlight in methamphetamine production. “Nigeria methamphetamine is now competing with others in Asia and South Africa markets. The super laboratory does not need ephedrine because it uses the synthesis method. Drug cartels are now shifting from simple method of methamphetamine production to a more complex process,” the agency remarked.


It added that the operation in Asaba demonstrated the agency’s capacity and preparedness to track down drug cartels “irrespective of their covert mode of operation.”


The NDLEA chairman noted that the lab in Asaba posed a serious threat as mass production of methamphetamine could increase the rate of abuse of the drug. He added, “More citizens will equally be targeted by drug cartels that are searching for drug mules to smuggle drugs outside the country. This has the tendency to increase the number of Nigerians in foreign prisons thereby affecting the image of our country.”


The agency drew attention to the grave danger to humans posed by pollution linked to methamphetamine production, adding that the drug used toxic chemicals. “Methamphetamine dump pollutes the environment.

This is because, for every one pound of methamphetamine produced, about three to six pounds of toxic waste is created. This can contaminate the water table within 500 meters radius from the laboratory. Even plants close to the dump were found to be dead. The laboratory contains highly poisonous solvents and gasses,” said Colonel Abdallah. He explained that some of the materials used in the drug’s production are capable of an explosion while other are linked to cancer.


The NDLEA stated that funds would be required to enable the agency to detect laboratories producing illicit drugs, to acquire protective kits for its agents, and to decontaminate production sites. Colonel Abdallah estimated the cost of cleaning up the laboratory in Asaba at N35 million.


The NDLEA urged members of the public to report suspicious factories to the agency. It explained that a methamphetamine laboratory could be identified by its secretive operations or detected by the irritation and smell caused by chemicals as well as colored water appearing in sewage. The agency warned that any houses used for methamphetamine production should be avoided while chemical containers must not be put to domestic use.

Uche and her fellow nominees Sylvia, Aisha and Theodora flew into the US a few days ago to attend the star-studded event.
